It would appear that way, but that is because the Consolidated Tape only shows 4 places after the decimal, the trade is actually 6 places after the decimal that goes to FINRA.
Q101.2: How many decimal places should a member use when reporting the price on trade reports?
A101.2: Members should report as many decimal places as the FINRA Facility permits. Thus, for example, if a member executes a trade at 10.123456 and the FINRA Facility permits entries up to six decimal places, then the member should report 10.123456. It should be noted, however, that if a trade is executed at 10.12, the member can report 10.12 and does not need to report 10.120000.
So the Weighted Trades are actually .000296 as reported to FINRA, but because the consolidated tape only shows the first 4 positions after the decimal you see .0002. They Sold shares at .0003 to the market and then deducted their 1.5% Block Position fee and reported the single weighted transaction at .000296.
This tape is simple and I grouped the corresponding trades, the first 3.5 million shares and the corresponding weighted trade, the next block of 10 million shares and its weighted trade.
