So you agree then that using stock to raise funds is OK. So Mentor can raise funds in a sense by issuing stock to Bhang in payment of it's obligation. Sounds the same to me as Facebook paying Whatsapp in stock to acquire them. Companies issue stock to buy other companies quite often.
