His number one goal (assuming he's a real CEO and not just a scam artist) is to keep his company alive. At this point it's either bankruptcy or dilution. He's going to choose dilution. True, the stock goes to hell, but if he can get a good subscriber base he can potentially make revenue and profit, even with the stock where it is.

Bottom line: Shareholders are very low on the list for the CEO of a company. The toxic financing is bad for everyone, but it hits the investors the hardest.
