From the standpoint of the Chinese gvt, it is not acceptable that designer drugs like Byetta or Bydureon (I just pick them because I happen to know them) becomes the SOC. The population can't afford them. For a widespread condition and a population with limited ability to pay, it makes sense to me that whatever policy the central gvt decides to choose, it has to fit their situation.

I see no problem with western solutions that the Chinese has no equivalency even if it is expensive.

But when they catch up with you, it will be no surprise to me that they intend to benefit their own native companies. It is just good old mercantilism. WHat I don't quite understand is why such blatant behavior/policy has been tolerated by the West for so long.
