I agree with what you said in this post. So far, I am holding off making a judgement of Bob's "plan" on handling what seems quite obvious to me.

With every passing day I become more disheartened.

I agree with him that plain harassment should not be tolerated but on topic questions should also not be treated with the delete button no matter what type of thread it is.

Bob if you do read this I have followed your answers to similar posts but I still do not understand your reasoning.
