If they were truly broke, why wouldn't they let loose the 400,000,000 shares to fund themselves. Even if the agreement sold the stock at a 75% discount - they net 1,000,000.

But we don't see that dilution. 1,000,000 traded only nets them 10,000 if they were doing all the selling.
