Statement B is not a dependant event of statement A.
Statement A and B are not mutually exclusive events.

In other words, just because someone is wrong in the past, does not guarentee that they will be wrong in the future.
If one is wrong in the past, they can still be either right or wrong in the future.

I surmise as the picture becomes clearer to the company and TSA, future predictions become more accurate over time. Your logic is no more than an opinion.
