FINRA's main office is in Rockville, Maryland. There are a lot of employees. But usually they don't spend two hours or more on a phone call unless they have serious questions. Parilla can't, of course, be sure he answered them satisfactorily. FINRA often handles the early stages of investigations, and then makes referrals to the SEC.
Who are they to say the PR's don't look valid?
Simply reading them raises many, many questions. The SEC may also have called some people unrelated to the company.
Whether they did or not, though, that screwed up quarterly is VERY problematic.
