The complaint was it was broad based and hurt all shareholder value meaning value in companies that did nothing wrong. Then if you read on he pointed JP Morgan etc and said why don't they get suspended for 10 days. Fraud yes but not a blanket letter which will have a chilling effect on all investments, and investors.
