Posting copyrighted material on a public internet web site, in whole, or in part, violates the author's exclusive rights because it is displayed publicly. Such public display requires the author's permission. Therefore, fair use does not apply, and likewise, the 3rd tenet of fair use is irrelevant.

See US Code Title 17, Chapter 1, Section 106:

(5)in the case of literary, musical, dramatic, and choreographic works, pantomimes, and pictorial, graphic, or sculptural works, including the individual images of a motion picture or other audiovisual work, to display the copyrighted work publicly
