No it is not, the polywater was simply what we call "glass water" better known as sodium silicate. Their work makes a lot of sense and the fact that they were not seeing many neutron is trivial to any physicist that understands nuclear reactions that are not in "free space" as in the tokamak. But no time here for a lecture on that subject.
