For instance the communuty i live in is one of the most purely democratic places on the planet.
BTW, we don't even have police:) (We see the county sheriff car once in awhile, it's like a Great Blue Heron sighting, not rare but not often)
Living here i have found the community has its own passive, but effective policing device. The "Sent to Coventry" technique which inevitably ends with the persona non grata, moving out.
i live in an area a person's word is a contract, break that, you lose the trust of the community and that can lead to "being sent to coventry".
Population 1,500 within its 30 square miles in winter, and 2,500 in summer-- whew its crowded in the summer(VBG)
o yes we do have a volunteer fire department.Max

p.s. the county i live in , in terms of square miles, is the largest congressional district east of the Mississippi.
