I printed the chart in March of 2001 from the ITU website. The chart doesn't reveal a publication date- "The Road to IMT 2000".

It labels 2.5G -64 to 144 kbps and 3G - 384 to 2Mbps (which indicates it could be refering to a later release of 1X, but doesn't specify any specific release).
