The issuance of a ready to build letter is done if requested by the company. If an applicant does not request such a letter, one is not sent. The delivery of a ready to build letter at the request of an applicant is made to help them navigate the procedure necessary to complete a successful application and should not be considered to be a letter of approval for the overall application.
Health Canada has no plans to limit licenses. Anyone who successfully completes the process and meets the requirements will be issued a license and market conditions will determine who succeeds and who fails. Compliance will determine who keeps their license and who losess it.
