Yes you can and they do, cigarette papers are a perfect example. You can roll whatever you want with them. Or you can use them to clean your glasses, or to write small notes! Get it?
The American Cancer Society is not happy with the "proposed" regulation and is spending big bucks to include all ecig "devices". Also many states and representatives want all ecig type devices regulated so they can't be sold to minors.
A proposal is just that, the first step in a long discussion on how to regulate ecig type devices
Realistically they are more dangerous than cigarettes, several kids have been poisoned by ecigs.
All this stuff will be regulated soon and it will include MCIG and vitacig etc.
