Means nothing, they are diluting, and selling. They reduced on that day maybe, and still have the ability to issue unlimited the next day. No doubt they did just that.

Share selling scam as usual in the OTC.

Lets see if the Transfer Agent has up to date information. Notice in that link promo OTC website that none listed.
