Would work for anyone that smoked two reg cigs in a row I guess but that's pretty much it. Only good things I see now are smoking cessation and China. I don't see the US regulating nicotine any time soon. I don't know how you can label a VLN cig as "modified risk". LTN is deceptive. I don't really see it as being modified risk either.
