CANN is no the first stock trading over the grey market.
Matter of fact TWEED is currently trading over the grey
market. And that stock has soared since it's first day close.
As your post indicated, " but is not illegal. "
It is a completely legitimate transaction, and will be short
lived as CANN will resume trading, on a higher tier next week.
