Just because a well is shut-in does not mean it cannot ever produce oil. It just means that it is not clasified as "in production". The next step after shut-in is "inactive". That is when a well fails to produce 10 barrels a month for 3 concecutive months within a given year. I belive that is what they were trying to avoid by pumping a few barrels. 340 barrels in a year is nothing. Thats less than a barrel a day or .93 BOPD. If a well is "inactive" for a year they are required to remove the electricial lines to the well so that it will not be used.
