Doesn't say anywhere that they cannot add any more stores during pilot program...Again you never know this FL news was just recently discovered by board members, it COULD be that they already have done the Rollout contract and have started with a few stores in FL. The last 8k was on 1/6 for the agreement they made on 12/28, that is 10 days before the public was aware of the changes.

So we can speculate that the volume spike on March 2nd was a possible news leak that the contract was signed for a roll out starting with FL stores and public will get SEC filing in about 10 days, 10 days after March 2nd is... March 15.... Which coincidently is the day the pilot program is scheduled to end...
