I’m most likely going to pull a Warren B with this and hold for 3-5 years minimum. My faith is strong here. PlusCBD works for me. State laws have already locked in a pathway for our products. The FDA rule is still important in the way that they will set ground rules for safety, but states are already doing that. The clock is ticking, and each passing moment will lead to either another state or the FDA creating more value for legitimate players. Barriers to entry will be and are being raised.

You've got your catalysts partially right, but there is something you're missing. States like NY, TX, and OK (and others) are allowing for the sale of CBD products with or without FDA guidance. This guarantees sales in those states, you see. With guaranteed sales = guaranteed revenue. As more and more states guarantee retailers safe harbor by allowing for the sale of safe CBD products, the issue of an FDA pathway will become more and more irrelevant. States have been deciding on their own whether or not to advance, and they don't seem to be waiting around for FDA.

My friend, let me tell you another catalyst. Tax loss harvesting the cannabis industry during a record DOW became commonplace due to the tax-minimizing incentives from awesome DOW gains. This ends in a few days.
Short borrowing rates are increasing in the cannabis sector, and shorts are getting owned by the DOW. This will lead to a flood of covering.
Nielsen made a conservative estimate by saying that the CBD sector would be worth nearly $3 billion by the end of 2020.
Trust me, there's plenty to get excited about for 2020.
The thing is that the FDA seems to be literal about CBD. I think they are referring to CBD as in pure isolated cannabidiol, because FSHE is not CBD. It contains CBD, but it's like 400 plant compounds, whereas CBD isolate is just CBD with a much worse safety profile, but since it's pure and consistent, an exact dose can be established, and big pharma loves that. The IND preclusion would pertain to anyone selling CBD isolate. There's no way the FDA will get hemp extract off the shelves with an IND preclusion since hemp extract is not an isolated drug comparable to Epidiolex. Hemp extract does not equal Epidiolex, but CBD isolate does equal Epidiolex, and I personally believe that's where the FDA will crack down the most.

Still could be quite a bit of tax harvesting. —People moving money from say CVSI to CWBHF—or vice versa. —Substantially similar yet not identical to avoid a wash sale. Democrats won't move on marijuana until after the election. It's an issue that can tip the scales in the Democrats' favor, so why would they want to resolve the issue now? Hemp is another story. McConnell needs a pathway for CBD from the FDA hence his Amendment to this same spending bill which WASN'T stripped. He needs to help the farms whom are his voters, or he will be bye-bye after the election.

If the FDA didn't scare retailers, then the analysts would have been accurate with their estimates. When one of three things happen, this industry will blast off. One, all of the states make their own CBD rules (ie NY, TX, and OK) --These will provide concrete revenue. Two, the FDA provides enforcement discretion within 120 days creating a pathway for low dose CBD to be legally marketed --clearing confusion for retailers and reducing risk and opening a pathway for our supplements to reach the shelves of major retailers. Three, Congress acts on it and forces a pathway forward for wellness industry CBD to help the farmers. This isn't going to go the way that many people think it is. If the share price is a reflection of the market's sentiment, then it shows just how confused the American public is about this issue, because whether they realize it or not, CBD is here to stay, and there's absolutely nothing that the FDA can do about it.

It was Citron's own misrepresentation of the patent process that caused the CVSI share price to fall in August of 2018. A final rejection doesn't always mean final. Get a clue peeps.
