Democrats won't move on marijuana until after the election. It's an issue that can tip the scales in the Democrats' favor, so why would they want to resolve the issue now? Hemp is another story. McConnell needs a pathway for CBD from the FDA hence his Amendment to this same spending bill which WASN'T stripped. He needs to help the farms whom are his voters, or he will be bye-bye after the election.
