Blue roof program winding down

The U.S. Army Corps of Engineers said Thursday it could shut down the blue roof program - which offers temporary repairs to roofs damaged by Hurricane Katrina - sometime this month.
Corps officials told Forrest County supervisors the program will end Nov. 30 at the latest.
Bill DeBruyn, the Corps' resident engineer for roofing in Hattiesburg, said later that FEMA guidelines allow the program to end seven days after the third straight day in which new applications statewide don't exceed 200.
"Get in touch," DeBruyn advised residents. "If they don't sign up, we don't know if they have damage."
Daily totals for new applications have already been shy of the 200 mark several times, DeBruyn said, with 91 requests on Monday. Requests were back to more than 200 a day by mid-week, he said.
But Eugene Brezany, a Federal Emergency Management Agency public affairs officer, said his agency has not set a date to end the program. He encouraged residents to enroll soon if they have any concerns about their roofs.
"Of course, none of our programs will be around forever," Brezany said.
FEMA funds the blue roof program as part of its disaster relief services. The program is offered in 20 counties affected by Katrina.
New applications for the program once totaled more than 1,600 a day statewide, Brezany said, but have diminished to a few hundred in recent weeks. The program has covered more than 43,000 roofs across the state so far, he said.
Wayne Forrest, liaison officer for the Army Corps of Engineers' Emergency Field Office in Hattiesburg, said at some point "you have to draw the program to a close."
Forrest County Supervisor Roderick Woullard of District 4, vice president of the board of supervisors, said dry weather over the last two months may have concealed leaks from residents who are in danger of missing out on aid.
"It's hard for our citizens to know (whether they might have roof damage) because we haven't had any rain," Woullard said. "If a good rain comes through with a little wind, they're going to find all those holes."
He said he first heard about the Nov. 30 deadline at Thursday's meeting.

Trained Roofers can do a 2,000 Sq. Ft home in thirty minutes flat, three man team. So a smart company would have their trained crews shore up the contract quickly off the rip, then gradually move them on to commercial work and hire local untrained workers for $ per hour money with one supervisor/trained roofer per five man team. Or, could offer a flat rate for Roofing companies at $200.00 to $400.00 per roof regardless of size and give them whole neighborhoods to do still getting extreme profit while employing local area business' to do the work.

Mystery solved, the Primary Contractor for La. is Shaw. Therefore the Primary contractor for Ms. is ZENX/CAROTHERS. Simon has a seperate Task Order for Ms. on their own so that is where they will get the most per Sq Ft money. They get less in La. because they are under Shaw's Task Order. IE: The 60,000,000.00 contract
does not include anything but the original four counties and the homes figures being displayed on the USACE blue roof site for Ms.
That is most likely ALL Zenex. When they finish there is still enough profit margin to subcontract under Shaw for the 300,000 homes listed as in need of temporary roofing in New Orleans.

Fixing roofs on Gulf Coast proves costly for taxpayers

NEW ORLEANS — Across the hurricane ravaged Gulf Coast, thousands upon thousands of blue tarps are being nailed to wind-damaged roofs, a visible sign of government assistance.
The blue sheeting — a godsend to residents whose homes are threatened by rain — is rapidly becoming the largest roofing project in the nation's history.
It isn't coming cheap.
Knight Ridder has found that a lack of oversight, generous contracting deals and poor planning mean that government agencies are shelling out as much as 10 times what the temporary fix would normally cost.
The government is paying contractors an average of $2,480 for less than two hours of work to cover each damaged roof — even though it's also giving them endless supplies of blue sheeting for free.
"This is absolute highway robbery and it really does show that the agency doesn't have a clue in getting real value of contracts," said Keith Ashdown, vice president for Taxpayers for Common Sense.
As many as 300,000 homes in Louisiana may need roof repairs, and as the government attempts to cover every salvageable roof by the end of October, the bill could reach hundreds of millions of dollars.
The amount the government is paying to tack down blue tarps, which are designed to last three months, raises major questions about how little taxpayers may be getting for their money as contractors line up at the government trough for billions of dollars in repair and reconstruction contracts.
Steve Manser, president of Simon Roofing and Sheet Metal of Youngstown, Ohio, which was awarded an initial $10 million contract to begin "Operation Blue Roof" in New Orleans, acknowledged that the price his company is charging to install blue tarps could pay for shingling an entire roof.
But Manser defended his company's contract, saying Hurricane Katrina damaged so many homes and wiped out so much infrastructure in and around New Orleans that it would be impossible to install permanent roofs quickly. The rapid response to the crisis, Manser said, required contractors to mobilize hundreds of construction crews, truck supplies halfway across the country and house and feed armies of workers — at a tremendous set-up cost.
Simon Roofing, the Shaw Group of Baton Rouge, La., and LJC Construction Co. of Dothan, Ala. — the government's three prime blue-roof contractors in Louisiana — have spent millions to lease hotels, hire catering companies and set up computer databases to track and bill the government for their work.
"When you have 400 or 500 people staying out of town, you're paying a whole lot more overhead than you normally do," Manser said. "I couldn't imagine being paid any less, well, scratch that, I guess I could. People will do a lot to get work."
Jim Pogue, a spokesman for the Army Corps of Engineers, said the agency strictly followed government-contracting requirements and did all it could to get the best deal possible for the roofing work, given the magnitude of the task and the need to protect vulnerable homes as quickly as possible.
Pogue also said that the Federal Emergency Management Agency, which by statute is in charge of the program, asked the Corps to manage the program because FEMA's resources were spread thin.
Contractors watching from the sidelines, however, said they'd be happy to do the work for a fraction of what the government's paying.
Mike Lowery, an estimator with Pioneer Roof Systems in Austin, Texas, said that while he couldn't calculate how much it might be costing contractors to house and feed workers, even with astronomical overhead the companies would have plenty of room to make a profit.
In normal circumstances, Lowery said, his company would charge $300 to tarp a 2000-square-foot roof in Austin. For that same size job, the government is paying $2,980 to $3,500, or about 10 times as much, plus additional administrative fees that can't be readily calculated.
The government doesn't pay contractors per roof, but for every square foot of blue tarp its workers tack down, according to copies of the three contracts for the New Orleans area obtained by Knight Ridder.
The Shaw Group is getting paid the most for installing the tarps, $1.75 per square foot. Simon Roofing's contract calls for $1.72 per square foot, and LJC Construction gets $1.49 per square foot.

The Joint Venture was formed specifically for the purpose of working on the Contract to provide temporary roofing services to the Gulf Coast region. Pursuant to the terms of the agreement governing the Joint Venture, there are 3% of gross revenues set aside to pay for bonding and insurance and thereafter, Carothers will receive 20% of the remaining proceeds and Aduddell Roofing will receive 80%. Aduddell Roofing is responsible for all material cost, labor cost and management cost, which includes a fee of 16.96% to Oklahoma Development Group, LLC ("ODG"). ODG, an affiliate of the Company, was designated to manage all pre-event activities, labor, procurement, housing and administrative responsibilities associated with the Hurricane. ODG is a development and management company.

Crews to get new
night-vision goggles

Aircrews are getting an improved version of the night-vision goggle. The new goggles expand the field of vision - how far you can see to either side without turning your head - to 95 degrees, more than doubling the old standard of 40 degrees.
Night-vision goggles have become an essential tool for airmen who must work in the dark. Once issued mostly to special operations crews, the demands of night operations in Iraq and Afghanistan have made the goggles standard gear for most aircrews.
Under the terms of the initial contract the Air Force will buy 400 sets of goggles, at $51,000 each, and field 20 a month.
The first fliers to get the new panoramic goggles are aircrew members aboard special operations AC-130 gunships and MC-130 Combat Talon transports, according to a statement from the Aeronautical Systems Center at Wright-Patterson Air Force Base, Ohio.
Also, in line for the new goggles are pilots flying A-10 Thunderbolts, C-17 Globemasters and C-130 Hercules.
The goggles expand the field of vision by doubling the number of “image intensifier tubes” from two to four, according to the center’s Combat Systems Squadron.
However, since the new tubes are smaller, the weight and size have not doubled.
The new goggles also feature an automatic control that reduces the brightness of goggle image when a sudden bright light appears such as a flare.
Follow-on development will create a goggle for F-15 and F-16 pilots that can be used with the Joint Helmet-Mounted Cuing System.

BMDO’s SBIR program funded Genex Technologies, Inc., to develop a 3-D imaging concept for battlefield management. This effort resulted in the creation of palmtop and desktop Rainbow 3-D cameras. Working with several private companies, Genex is investigating the commercial prospects of its 3-D camera technology in dental imaging and rapid prototyping applications. In addition, the company is integrating the 3-D camera with a volumetric display, also developed by Genex.
Technology Description:
Genex Technologies, Inc., has developed a 3-D imaging camera that has several unique features for high-speed, full-frame 3-D image acquisition. The camera can capture full-frame, 3-D range images (640 x 480 pixels per frame or higher) at 30 frames per second without any spatial of temporal interpolation. Because the device does not use a laser or other potentially harmful light illumination source, it is eye-safe. In addition, it features a rugged, portable design with no mechanical moving parts and uses many off-the-shelf components, leading to low production costs.
In the camera, a white light projector transmits light through a cylindrical lens to form a fan beam light source. This fan beam passes through a linear variable wavelength filter (LVWF), which produces a continuous color spectrum, much like the rainbow effect from a prism. This rainbow illuminates objects of interest. Then, the reflected light is detected by a color charge-coupled device (CCD) cameras. The images, which contain both intensity and color components, are grabbed by a real-time frame grabber board into a host computer.
The company is integrating the Rainbow 3-D Camera with a novel 3-D volumetric display monitor, also developed by GTI. The integrated 3-D camera/display (3DCD) system will be a compact and highly effective visual system to perform high-speed 3-D image acquisition, analysis, measurement, and visualization. Extensive experiments were performed to validate the 3DCD system concept; the next step is to develop a processing board for the 3-D camera and an interface board and a driver for the 3-D display.
BMD Origins:
GTI developed the Rainbow 3-D imaging camera under BMDO SBIR Phase I and II contracts. BMDO hopes the camera will provide a new level of realism in simulation training and battlefield management. For example, the device could be used to continuously image a missile in three dimensions. Then, a volumetric display could be used to view this missile’s trajectory in 3-D space. GTI is currently investigating the possibility of using a laser instead of the white light/LVWF projector to increase the 3-D camera’s range.
Spinoff Applications:
GTI is focusing on near-term applications in dental imaging and rapid prototyping for its technology. The company also believes the 3-D camera could be used to improve the accuracy of face recognition systems for security access. Conventional face recognition systems tend to have high error rates because the camera cannot obtain a full image when the user’s head is slightly turned. GTI’s 3-D camera would reduce these errors by relying on many other 3-D data points that the camera can obtain.
Although many 3-D camera systems and 3-D surface profile measurement techniques have been developed, most of them are not able to provide full-frame 3-D images, and none can provide such images in real time. The 3-D images obtained by these systems therefore can not be used directly for 3-D display with the standard video rate.
The 3DCD system could potentially provide an innovation in specialized visual systems for education, entertainment, robotics teleoperation, stadium displays, medical imaging, remote surgery viewing, and surgical planning and training. In addition, the system could lead to a revolutionary new line of 3-D camcorder products.
Commercialization:
Genex has developed two camera models that use the 3-D technique. The palm-sized 3-D camera (Model R3D-I) measures 1.5'' (width) by 1.2'' (height) by 1'' (depth), while the desktop 3-D camera (Model R3D-II) measures 24'' (width) by 24'' (height) by 12'' (depth). The cameras offer an image capturing rate of 30 frames per second, with spatial resolution of 640 x 480 or higher, depending on the camera’s optical sensing element.
GTI is working with several companies to investigate the commercial prospects of the 3-D camera for dental imaging and rapid prototyping applications. Teaming with 3M and Baxter Healthcare, the company is developing technology to digitize dental molds or cases. According to GTI, approximately 3 million dental molds are made and stored each year. Using GTI’s technology, these dental molds can be imaged and their 3-D data stored electronically, saving storage space. GTI is also developing an oral probe that can be inserted inside the mouth to image teeth directly.
Teaming with Sanders Prototype, GTI is developing technology for rapid prototyping of complex shapes from 3-D models. In this scenario, GTI’s technology would image the part; its 3-D data would be fed into a rapid prototyping machine that could produce the part quickly. Tests have been conducted by imaging a dental cast and fabricating an identical cast on the machine.

Looks to me that these stem from the same iniative. DRS is handling the systems upgrade for Tanks, APC's, and Stryker's.

DRS has the contract for FLIR/EOIR long range sytems for the KIOWA Helicopter while MRKL is developing a similar system to pitch to the Army:

Mission and imagery analysis software are also included with the LIZRD sensor suite."

MRKL is in the right market at the right time, one to two more acquisitions like EOIR and we could be looking at a serious player. Unlike MRKL, DRS has gone with more traditional financing methods but now holds 3/4 of a billion in debt on the books.
