Also, within 6 months, the companies will have to submit all additional required documents, such as the complete technical, economic, financial, environmental and social feasibility study, based on real data and measurements, carried out in the areas of project implementation.
The documents also include the business plan of the project; project implementation chart; OST or DSO approval for the connection point to the transmission or distribution network, permits, licenses and prior environmental authorizations, etc. At the same time, the new government decision states that "the preliminary opinion of the OST or DSO in the phase of the pre-feasibility study serves only to determine the possibility of connection to the network.
This opinion does not commit the OST or the DSO for reserving network capacities, until the entities are equipped with prior approval from the minister according to this decision. Another innovation, related to the construction of new energy production capacities, is also related to the submission of legal documentation, which proves the long-term relationship on the property that will be used for the construction of the generating source.

Albania spent 500 million euros on energy imports last year

Albania imported 1.4 billion kWh of electricity during 2022 at a total cost of 503 million euros, while the country's exports in April and December were 194 million kWh with revenues of 38 million euros, as the export price was significantly lower than the price of import.
The detailed data published by the Energy Regulatory Authority show that KESH imported throughout the year with the exception of December, while it exported a small amount of energy in April as well as in November and December.
The average purchase price of energy was 305 euros per MWh, the highest price ever recorded in history, while the selling price of energy in conditions when rainfall was abundant was 174 euros per MWh.
KESH sold a quantity of energy with a total value of 2 million euros in April last year, with a selling price of 143 euros per MWh, while in the same month, it bought 10 million euros of energy at a price of 209 euros per MWh.
In November, KESH imported energy at the price of 210 euros per MWh, while it exported it for 196 euros per MWh.
The highest import price was recorded in the months of August and September when over 480 euros per MWh was paid. The selling price of energy to household consumers is less than 10 euro cents per kWh, or 100 euros per MWh.
EFT AG was Albania's main energy supply company. Purchases from this company were over 100 million euros. Other major companies were AlbEsp, Ayen Energy Trading, GSA and TID.
Electricity prices were extremely high in Europe last year as a result of the crisis caused by Russia's war in Ukraine.

A few weeks ago, ERE started the procedures for revoking the licenses of these entities, but through a second decision it was decided that they should be active, since there were reactions from the licensees. In the amended decisions of the ERE, it is known that the entities have liquidated the payments, although they were warned several times earlier for the violation of obligations.
According to the legislation in force, the removal of the license is the most severe measure in case of non-payment of regulatory payments, as according to the data of the office, for the year 2022, ERE estimated the collection of about 208 million ALL from regulatory payments from the licensed entities in the electricity sector and natural gas.
In total, for the past year, there were 307 licensees, who are obliged to make regulatory payments, while the calculation of payments is made on the income realized from the licensed activity, while in case of lack of financial statements, the levels of regulatory payments of 2021.
Also, the legislation in force determines the punishment with a fine of up to 3 percent of the income of the previous year of the licensee, as well as the right to apply a late interest on the value of the regulatory payment, at the rate of 0.2% of the daily turnover for each day delay in its payment.
