Russia's first nuclear reactor in China has finally gone into commercial operation after numerous delays and a second will begin production by year's end, Russian officials said Tuesday.
"The Tianwan nuclear power plant is a very big Russian-Chinese project," Ivan Kamenskikh, vice head of the Federal Atomic Energy Agency of Russia, told journalists via video phone from Moscow.
"Our first reactor has gone into operation, we can't say it happened very quickly, but on the other hand, it didn't take a very long time either. Experts from both nations have overcome a lot of technical issues."
The two nations agreed to build the 3.3-billion-dollar pressurised water nuclear plant in eastern China's Jiangsu province in 1997.
The second phase of the project, also to include two 1,000 megawatt reactors, is currently under discussion, Kamenskikh said.
The number one nuclear reactor at the plant, the 10th to go into commercial operation in China, formally went online on June 2, while the number two reactor is currently undergoing test operations.
China plans to have up to 40 gigawatts of installed nuclear power by 2020, meaning that it will need to build around 30 more 1,000 megawatt reactors in the world's fastest-paced nuclear power buildup.
China has joined several other nations in seeking to further develop nuclear power, including India, Russia and the United States, partly due to the concerns of global warming, but also to offset its dependency on coal.
Western nations like France, the United States and Canada, have competed with Russia for China's nuclear power market, while the nation is also developing its own indigenous industry.
"We hope that we can get the go-ahead on the third and fourth reactors (at Tianwan) and start up a new phase of cooperation," Kamenskikh said.
"As far as China's plans to install 40 gigawatts, I think our competitiveness is strong, we have succeeded at Tianwan ... so of course we hope to get involved in other projects in China."
Sergey Shmatko, president of AtomStroyExport, Russia's exporter of nuclear power plants, the Russian side would supply uranium for the two reactors and a similar arrangement would be negotiated for the next two reactors.
"Russia's advantage is that as we build nuclear power plants, we also ensure the supply of nuclear fuel," he said.
"If we can secure the third and fourth reactors, we will also seek to reach a deal on the supply of nuclear fuel."
The price of uranium has jumped dramatically in recent years as Russia, the United States, China and India all announced long-term nuclear energy that look to greatly boost the demand for nuclear fuel.
Joint design plans by Russian and Chinese experts for the next two reactors are to be completed by the end of the year, he said.
Shmatko also said Russia was pondering working with China to develop nuclear power plants abroad.
"If we can reach an agreement on the third and fourth reactors, we will begin to research the possibility of cooperating with China to build nuclear power plants in third countries," Shmatko said.
Egypt has already expressed an interest in both Russian and Chinese nuclear power plants and is seen as a possible recipient of such joint cooperation.
"The first and second reactors at Tianwan will enter commercial operation by the end of the year. This is a very big step and provides a very good and important basis for future cooperation," Luo Jianhang, the Russia representative of the China National Nuclear Corp, said.
"We still have a lot of work to do, but from what we have done we have a bright future."

First let me just say that NNRF has been a very poplar day trading stock, or couple of day swing trade stock due to its low float. Personally I could care less about how it moves up and down in a range of $1 as it lets day traders make some money and have fun. I am not elated one day when it is up $0.70 or disappointed if it retraces as I am not looking for a one day or week or month gain. One basic true concept in trading is that an extended base or range trading of a stock is very healthy and can produce much nicer moves to the upside once the range is broken. Most know that when the stock moves to the the major exchange that will allow many institutional firms access as some cannot recommend pink sheet stocks to their clients. That as you know is in the works. (not a move to the OTC - it says that in the filing only as that is how the permission is given - as the pinks and otc are related so many companies do move off the pink sheets and to the OTC but as NNRF qualifies for a major they will of course not move to the OTC and then move again -- that is of common sense and understandable to all.}
So back to Atomstroyexport and them saying that they they are building more reactors than Westinghouse and General Electric of the United States, Siemens of Germany or Areva of France.
You can of course buy stock in GE or Toshiba (who owns Westinghouse) or in the French Areva ARVCF.PK now at $965 on the pink sheets!. But right now you cannot buy Atomstroyexport but you can own NNRF and they supply parts and services and technology for Atomstroyexport.
Many remember a few years ago when Nanotechnology was red hot and some companies that had nothing to do with it put the word Nano in their name just to benefit. Then we had bird flue stocks that were super hot for many months.
Nuclear is just beginning its new life and as you see by the increase in talk of it on 60 minutes the NY times the WSJ and world wide press...the investment community will latch onto this soon but unlike nanotech and bird flue this is not a fad or a technology waiting to happen - it is for real and enormous and has very few players where you could make life style changing gains. For GE or Areva to double, triple or go up maybe 500% or 1,000% in the next couple of years is I should say very unlikely. For NNRF to go from $5 to only $25 is a 500% gain and though not a done deal it is in my opinion quite likely as we talked of at length in post #1217 and at many other times.
I can suggest one to read the press releases more times as so many questions asked over and over are answered in them.
The money from decommissioning should start to show up in the forth quarter so it is logical that we will hear more about this in the third quarter - which we are in now.
There are presently 3 acquisitions in the works and of course the many G-8 projects and the shielding material certification and the plant grant proposal. We have yet to talk of nuclear waste storage but that too is in past PR and SEC filings.
Look as example at the symbol ECOL - they provide in the USA radioactive, hazardous, and industrial waste management services. They have about $134 million in revs and stock is at $23. That is a nuclear play - minus the parts, technologies, shielding materials and huge promising decommissioning that Nucon has and of course ECOL does not have the leadership team.
I own stock in NNRF for the multiple 10s of dollars in gains over longer term not the 10s of cents in the short term. If it is $5 one day and $6 the next and $5.30 then $6.20 - I would go nuts to care unless I was a day trader.
Long term investors maybe should pay attention to the monthly chart as an example:
You can see the two-month move up followed my the much tighter range candle like a flag forming on a flag pole. This is a very bullish chart Huge volume on the up candle in April then much, much lower volume during the consolidation phase and the next expansion move will again be much higher volume going back up. Tight ranges like this usually resolve themselves to the upside in a expanding candle so the next candle will more than likely be much taller than the one in April for significantly over $10.

For a Russian Builder of Nuclear Plants, Business Is Booming
MOSCOW, June 6 — The Russian nuclear power company Atomstroyexport has been roundly criticized for helping Iran build its nuclear program. But neither that project nor the company’s mouthful of a name has hurt its business prospects.
Russian workers at the Bushehr plant in Iran. The Russians are also said to be in talks with Vietnam, Malaysia, Egypt, Namibia, Morocco, South Africa, Algeria, Brazil, Chile and Argentina.
A former branch of the Soviet atomic energy ministry, Atomstroyexport (pronounced atom-stroy-EXPORT) has been the Kremlin’s main instrument to meet rising global demand for nuclear power, now mainly from developing countries.
And Russia’s state company may just be the right kind of provider, willing to deal with governments that other nuclear power companies shun.
“We’re talking about a nuclear renaissance,” Sergei I. Shmatko, the chief executive of Atomstroyexport, said in a recent interview in the company’s headquarters in Moscow. “We are certain we have a market.”
Atomstroyexport is building seven nuclear reactors — in Iran, China, Bulgaria and India — more reactors, it claims, than any competitor, particularly Westinghouse and General Electric of the United States, Siemens of Germany or Areva of France.
Westinghouse, for example, has contracts for four new reactors in China, but has not begun work. It is a subcontractor or supplier at other sites, including six in South Korea, but is not the primary builder, a spokesman, Vaughn Gilbert, said in a telephone interview. Reactors designed by Westinghouse, however, remain the most prevalent in the world — 45 percent of currently operating reactors.
In raising capital and gearing up for new construction, the Russians are betting on an outlook that not everybody shares.
Regardless of what choices are made in America, Japan and Europe, which remain wary of new nuclear power plants, the world is poised for another boom in construction, reminiscent of the 1960s and 1970s, as one nation after another seeks alternatives to the fossil fuels that are a culprit in global warming.
Today, 26 power plants are under construction worldwide, in countries from Argentina to Romania, according to the International Energy Agency. Of these, only two are being built in developed economies — one each in Finland and Japan.
Still, some industry experts project that future demand will come from the developed economies, including the United States.
Steven C. Kerekes, spokesman for the Nuclear Energy Institute, representing owners and operators of nuclear plants in the United States, said he expected that utilities would build 30 reactors in the next 15 to 20 years. The United States now operates 104 nuclear reactors, more than any other country.
The Russians, meanwhile, are in talks with Vietnam, Malaysia, Egypt, Namibia, Morocco, South Africa, Algeria, Brazil, Chile and Argentina, according to Mr. Shmatko.
In a sign of the Russians’ reach into markets others might avoid, last month the Russian company opened negotiations for a research reactor in Myanmar, formerly Burma, a country ruled by a junta.
In Iran, critics say, the Russian company’s work on the Bushehr plant gives the Iranian government a justification to enrich uranium, which the United States says could also be used to make bomb-grade fissile material.
The Russians counter that the reactor itself is harmless if looked at separately from the effort to enrich uranium fuel. They say the site on the Persian Gulf complies with international treaties and does not contribute to nuclear proliferation.
But Atomstroyexport seems eager to rebrand itself as a modern corporation with global reach and interests — not merely as the supplier of nuclear expertise to Iran. Indeed, analysts of nuclear proliferation have not been easy on the company. Many say its narrow business interests have needlessly exposed the United States, Europe, Israel and possibly even Russia, too, to the risk that Iran may one day be able to build a nuclear bomb.
Mr. Shmatko said in the interview in his office that the $1 billion project no longer even appeared profitable to the Russians and his company, because of rising prices for stainless steel and a shortage of skilled labor in the nuclear industry. He suggested that it was a drag rather than a benefit for Russia’s nuclear business.
Yet the Iran contract is only a small part of the company’s global work and its expansive plans in the developing world.
Atomstroyexport hopes to win $5 billion to $10 billion in new business in the coming two years, Mr. Shmatko said.
In doing so, he said the company was shaking off Russia’s dark legacy of the 1986 Chernobyl disaster by convincing foreign governments of engineering advances in Russian designs since then. Mr. Shmatko said his company’s plant in Tianwan, China, is the first in the world to use a “core catcher,” a meltdown-control technology designed to trap the molten slug of uranium in a meltdown and prevent it from burrowing into the earth.
The company, he said, is also introducing a new design for emerging markets. It has a line of minireactors more typical of the power plants for nuclear submarines or ice breakers. They are sized to fit the limited capacity of ramshackle electricity grids in developing countries, he said.
Sole U.S. Company That Enriches Uranium Is Struggling
Industrial reactors typically produce around 1,000 megawatts of electricity, enough to power a million American homes. Atomstroyexport says it will market reactors in the 300- to 600-megawatt range.
Indeed, with the potential profits at stake, Western investors, including such heavyweights as Citigroup, are seeking ways to bet on the Russian nuclear power industry.,
Russia is pushing a business model that bundles nuclear fuel supplies with power plant construction contracts and that seeks to ensure that spent fuel — a potential ingredient for dirty bombs or fission weapons — is returned to Russia for storage.
“The world has no alternative but to develop nuclear energy,” Mr. Shmatko, a former accountant, said.
For now, investors can buy Atomstroyexport corporate bonds that were issued last month and attracted European and American investment houses. The Russian-registered subsidiary of JPMorgan, for example, bought into the $58 million offering, according to Atomstroyexport. A spokeswoman for JPMorgan said it had held only a “very short-term trading position” in the bond and no longer owned any Atomstroyexport bonds.
Subsidiaries of a related company, Tvel, which makes fuel rods, trade on Russian exchanges. Citigroup owns about 5 percent of the Priargunsk uranium mine that is part of the Tvel group, according to the mine’s Web site.
On May 31, Sergei V. Kiriyenko, a former prime minister and head of the Russian atomic energy agency, said the government planned to consolidate nuclear assets into a state-controlled holding — a sort of Gazprom of nuclear power — to be called Atomenergoprom. That company would incorporate not only Atomstroyexport and Tvel but also uranium mines and companies that make fuel rod assemblies and specialized equipment like gas centrifuges for enriching uranium. Subsidiaries will most likely be open to foreign investment, analysts say.
For Russia, the business of building nuclear power plants complements its business in fossil fuels. In fact, Russia’s business of maintaining Soviet-designed plants in Eastern Europe may get a boost as these countries worry about excess dependency on Russian natural gas from Gazprom and reconsider nuclear energy as an alternative.
Atomstroyexport’s exact ownership, meanwhile, is something of a mystery. Organized as a joint stock company, it is 50.2 percent owned, and clearly controlled, by the Russian government.
The rest of the shares, the company’s Web site says, are owned by “Gazprombank group companies.”
Marina V. Alekseenkova, an industrial analyst with Renaissance Capital in Moscow and an authority on publicly traded companies in the Russian nuclear industry, said that the phrasing shed little light on the private shareholders in the company, believed to be industry and government insiders.
And those already concerned about Russia’s role in the spread of nuclear technology should consider this: the Russian Atomic Energy agency is looking into developing floating reactors built on pontoons. The Russians envision a product that could be towed into ports in the developing world and hooked to the local power grid, for a fee.
“We are, generally speaking, the absolute monopoly here,” Russia’s first deputy prime minister, Sergei B. Ivanov, said of the floating reactors. “Nobody apart from us is able or knows how to build them.”

The comment period as I understand it is 30 days and you saw that NNRF made an amendment to their form 10-SB in the past and that gave the SEC 30 days to make comments again and NNRF has answered as you see as they filed amendment number 2 so again the SEC has up to 30 days to ask for more. My bet is that this will be the last and that they will get approval to move and then they will apply to the AMEX but as they already quality I think that will not take too long. I do not run either of those organizations however .
But I would guess that we could be on the AMEX by sometime in September if not before.
(the reason I suspect the AMEX and not NASDAQ is that the AMEX has ties to the London Exchange that makes it easier for AMEX listed firms to get listed in London and you may recall many PRs in which NNRF has mentioned wished to get on the London exchange and as you now the new ATOMPROM plans to list in London)

Russia's new nuclear holding company Atomenegroprom will start operations July
1. Atomenergoprom will combine all of Russia's commercial nuclear companies
into a government-owned public stock company, effective July 1, according to
Liudmila Zalimskaya, deputy director general of Techsnabexport.
Techsnabexport, or Tenex, is one of the companies to be combined into the new Russian commercial nuclear company, along with TVEL, Atomstroyexport and Rosenergoatam.
Tenex supplies uranium and enrichment services; TVEL makes nuclear fuel; ASE
exports nuclear plants; and REA is Russia's nuclear utility.
About a reason for increase in stock price.

In the latest press release the margins on revenues were about 26%. That is no guarantee that they will continue at that level as they could be higher or lower but we can use it as an example.
This last quarter was the slowest and right now the order book is at $183 million (probably more as they do not announce every small order) and they said they submitted a tender for a contract worth about $100 million. If they get it as chances they will, the order book will be at least at $283 million.
We do not know the delivery dates of the orders but we are also only 6 months into the year so more will come. Let’s just say that it is pretty good to figure that at some time in a one year period that they will deliver $283 million - if the margins stay at least at 26% that is $73 million and NNRF gets 50% or $36 million - roughly $1 a share so for a stock price on booked orders now (183x26%/2=$23 million or about $0.63) a share and including the expected order to be awarded this quarter would be about $1 EPS possible. So a 20 PE would be share price of $20 in this example.
However this does not include any decontamination awards and the G-8 and EBRD have pledged at least $4 billion for the 3 or so man projects over several years. We do not know how much of this will go to NNRF but we know the likely most knowledgeable person on the planet regarding these three projects is now in charge of this with NNRF. In any case it seems likely that NNRF will receive substantial awards.
The example EPS also does not include any money from FEECOM-BIECOM and as it is now the only alternative to the use of lead for shielding and since lead use will be banned in the EU by 2010 --- well you see the revenues will likely be very substantial.
This EPS from existing and possible soon to be contracts, also does not include the revenues from the new acquisition candidates or the two newer technologies related in the recent press releases.
This is not very detailed but even with no remediation and no FEECOM-BIECOM and no new acquisitions we can see that the a share price 4 times higher than today's is certainly very much in line with normal PE ratios.
Right now the stock is being traded mostly by people with small scale thinking who think a 50 cent or $1 move is something to cry or cheer about. They miss the real potential of the company and the stock.
Look at VIP, MBT, ROS, GLDN and WBD and all of these Russian players are over $50. Is there something to assume that NNRF will not in time do at least as well as those? I think it will do at least as well.
We are early in the situation as a move to the AMEX or Nasdaq awaits and perhaps listings on Russian exchange, London, Dubai etc. ATOMPROM is still in formation and that is going to be huge IMO.
I would sure not have invested so much money in this company or spent time investigating and sharing with others if I thought it would only go to $20 or $25.
Do the math on sales and margins and then think about the FEECOM-BIECOM and the Remediation and the sales to Europe. Asia etc and the new acquisitions and their amazing technologies. Is it such a stretch to see that they may at least double or triple the revenues outlined here? What would a stock price be on $? eps - someone can start to do the calculations and you will see that we are now at a ridiculously low price do to the fact that the large investing community does not yet know of this company or are not really paying attention to the high level activity going on and who is running the company.
The number of nuclear plants in Russia alone are planned to double –what about long term storage of radioactive materials – who has the facilities and knowledge – NNRF and we have yet to even talk of this as a revenue stream.
So far the potential is only being hinted at and you will see that growth unfold.

It had gone from $4 to $42 and in 2005 the figures showed that basically every person in Russia already had a cell phone so some thought the stock had peaked and it lost about half its value but it was a game as the real investors saw the potential in added services and the stock has moved to $100.
Do you think that investors will be less keen to enter the nuclear market that is likely to become one of the largest growth sectors over the next 20 years? I have stated that I believe a good investment here may be life style changing as I firmly believe that the growth potential is solid and the stock appreciation may then be so substantial.
Can you name one other pure play nuclear company other than huge conglomerates like Toshiba , Siemens etc? – or can you name any in Russia – one of the most active nuclear markets in the word? This is the stock to own and one that will not only help your portfolio but help correct the world contamination problems from the past generation.
At the moment technically the stock is at the 50-day EMA support area after a high volume move up and a low volume pullback and a perfect 3-day pullback time to buy. The company is scheduling a Mid East road show as you know for this month and I think the excitement that will create to be substantial. You have to remember that people in countries in Europe and the East are much more interested in nuclear that many in the USA. I understand that a lot of stock buyers like to buy stock as they break out as I have a web site about this but for long term holdings you make more money to buy on pullbacks when people are selling than paying higher price when everyone wants to get in.
Enough said today – I am extremely confident of this investment. Remember the importance of politics when working on government contracts and that includes the G-8 countries. Do a Google on the key people in the company. Tie those together and I think you will want to own the stock.
pullback on light volume so reversal at hand
You know that technically I like the 3-day pullbacks on decreased volume and here we have a bull flag also so look for the reversal.
It had 5 green days in a row and now 3 red ones and the red lower volume so quite bullish.
and it helps that the company is in the strong running for another $100M order.....
Increased margins on the financials
I was impressed with the 26% margin:
The manufacturing partner ZAO ATOLL (NNRF owns 50 percent of ATOLL) completed their financial statements for the first quarter ending March 31, 2007 and actually reported a greater than expected profit. ATOLL reported first quarter revenue of approximately $19 million (US dollars) and net income after tax exceeding $5 million (US dollars) which equates to a 26 percent
net profit margin. Management had previously indicated they were looking for around 18 percent net profit margin. As previously reported, the company confirmed its backlog stands at $183 million (US dollars) which certainly bodes well going forward. In addition, ATOLL is bidding on an additional $100 million (US dollars) worth of business which is expected to
be awarded during the third quarter.
More importantly, these financial statements were prepared in accordance with US generally accepted accounting principles (GAAP accounting) and thus should serve to add credence to what is being reported. World's international uranium enrichment center
We have written about this before as President Putin agreed to it but now it is official and signed.
The stage now set for ROSATOM to become the world's enrichment center and NNRF to supply the parts, shielding materials, etc.

The signing of the agreement was the final legal procedure – the establishment of the center has been completed. Earlier we set up a JV in Angarsk, which has been placed under IAEA guarantees, Kiriyenko said. He noted that the center is based on existing capacities and can start working at once."

We saw this on Monday and again today 36,000 shares bought n the last 5 minutes - very likely this is institutional
All looks good though some confused
Some thought the the Revenues reported recently were sales but they are not - as they only report revenues as the money comes in and not as sales are made or shipped.
The CFPC revenues are not the sales they have made but the money that was received in the first quarter.
In the March 31 report of 2006 the money received was from the sales made in the 6 months prior so last year's first quarter report was large revenues but it was for sales of 6 months. This was due to agreements as to when buyers had to pay so the first quarter of 2006 looked like a big quarter of sales but actually it was a slow sales quarter but was a good one for actually receiving the money.
In the last quarter of 2006 there were custom delays on some large deliveries so those payments are now coming in and will show up in the next report. Sales have not slowed - they have increased but the timing of the payments received (and they only show real received money as revenue) was such that it did not show last quarter.
This next quarter will also start to show some of the revenues from sales from Jamaican and Ethiopian coffees and much more in the quarter after that as the sales being made now are delivered and money is received.
I understand that sales are very good now and as the press release said they will also now increase their buys which means even more sales. All is on track for a great year.

Nuclear fever in the Mideast
Almost every Arab regime in the Mideast has been gripped with nuclear fever. Suddenly, despite the immense oil and gas reserves beneath many of them, they must have nuclear power plants.
Egypt, for instance, says that it might build a nuclear plant on the Mediterranean coast within 10 years. Jordan says that the kingdom intends to fire up its first reactor by 2015. Saudi Arabia is leading a consortium of Arab gulf states that is exploring ambitious plans to build nuclear reactors.

Case for nuclear power
On the other hand, Western concerns might be seen in the Middle East as another example of advanced countries, which freely use nuclear energy and some of which have nuclear weapons, trying to hold others back.
Turkey has a good energy case for going ahead with the three plants it plans to build by 2015.
According to the CIA World Factbook, Turkey is estimated to produce 50,000 barrels of oil per day yet it consumes 700,000 barrels per day.
Egypt is oil-richer. It has reserves of some 2.7 billion barrels, according to the CIA, produces 700,000 barrels per day and is estimated to consume about 500,000 per day. It has announced plans to build one nuclear power station.
The proposal was announced by Gamal Mubarak, President Hosni Mubarak's son, and his central role in this is being taken as a sign that Gamal intends to run for the presidency after his father.

So the sector is hot - no pun intended - red hot and NUCON-RF is a pure play in nuclear. Not only in building support but in remediation, technologies and services.

Some funds have restrictions of what they can buy but in general institutions can buy what they want. NNRF is fully reporting so the pink sheets is only temporary anyway.
Time & Sales shows institutional buying I think
On the news this morning the stock ran quickly but later in the day it was slow. Then at 12 minutes before the close the volume picked up and this is typical action of "smart money" buying near the close. Then just after the close they posted 37k on the tape that was a consolidated order from a bit earlier that for sure had to be from an institution.
Anyway it is obvious this last buying was not retail as look at the rapid 2500 orders and 7k also. A total of about 80k in the last 15 minutes. So join the smart money .... buy.

Looks like the consolidation pullback is over
We needed this consolidation and pullback to let some take profits and new stronger buyers to come in. Friday saw a test of the 50-day and support area so looks now like we have built the base for the onward move up.
Stocks associated with Russia have all had this type of pullback to rid themselves of the weak hands and let a little time pass. These charts below are historical ones to show what these 5 stocks once looked like.
ROS went from just under $10 to under $5.50 or a 50% retrace while the bashers kept saying it would go to pennies....

All of the stocks above had their time of the 50% retrace but they also all had quality management who had political savvy as well to be a dominate player in their fields. Same as NUCON-RF.
NNRF NUCON-RF is in the most dynamic sector for the next 20 years or so as atomic energy expansion is world wide. NUCON-RF's management administered the Russian Federation's nuclear sector so now in the private sector they still have access to all the same resources they had as administrators and the shareholders of NUCON-RF will be the beneficiaries of this.
Note how all the stocks above had similar pullbacks and how even though the charts at one time showed a pullback they all have moved up over $50 and one of them to $100. The idea that eventually Russian stocks will go above $50 is common.
The world wide nuclear sector is much larger than the sectors above and you see how those stocks have done from their pullbacks.
The NNRF chart is much stronger than those above as it has found support early and has this very nice triangle now.
We expect to see a break out of the triangle pretty soon as the company starts to get known to the investment community. Those here are ahead of the crowd and have the advantage to buy at the current prices.
In all of the above charts were great buying opportunities and those who took advantage of them have been well rewarded as many of the fantastic gains were live style changing.

The importance of the history
The entire point is the HISTORY and EXPERIENCE of these men, who now are key management of NNRF, were involved since inception in all of these Northern Dimension Environment Projects. As I had previously written the management is presently in the USA so, unlike when some or all are present in the Moscow office or in St. Petersburg at the ATOLL facility or in Kirov relative to the VELKONT and ELECTROPRIVOD acquisitions, it was not possible to secure answers in a day. Much of what was asked is already in the public domain and basic research would have provided the information. Notwithstanding this I called and wrote to the Moscow office and asked that the company respond at their earliest convenience. They have responded from the USA to me and the answers are directly from them without any editorial or other comment from myself.
While I am generally available to assist where possible, and unlike some who post or make websites, I do list my phone number. I am not a company spokesperson. My involvement in this company dates back to the fall of 2006 when I had heard through my Moscow network that a US company had established some rather unprecedented relationships with Federal Ministries and were focused in cooperation relationships that would potentially position them to participate in the formation, development and operations of the new State company ATOMPROM.
Knowing how extraordinarily successful GAZPROM had become and what potential there was in a State created behemoth in the nuclear industry I purchased stock in the company after further due diligence.

It is not predicated on acceptance to any principal exchange. The audit firm has performed the review of the First Quarter, 2007. The review will be signed by a PCAOB firm. A separate audit is not required. It will be consolidated into the First Quarter Financial Statements.
2. Does Nucon actually have any orders yet for Nucap?
Yes.
3. Has Nucon started shipping any of the equipment ordered for Sun City and do we know what the exact amount of dollars ordered to date?
Yes. Exact amounts will be included in quarterly statements included in Public Filings.
4. Any updates on the planned manufacturing facility for Feecom/Biecom in Europe?
The Company is proceeding as previously announced on a plant to be located in Lower Saxony, Germany and is continuing discussions with German government agencies for a grant in the Federal State of Brandenburg to defray the costs of the construction of this facility in this region. The Company has already established contract manufacturing facilities in Germany and is investigating contract manufacturing facilities in the Russian Federation for possible production and/or acquisition.
5. When will the G-8 make their decision in regard to reclamation of nuclear material and any idea where Nucon stands with that decision?
Decisions already made and the grants from donor countries are in place. Funding is supervised and disbursed by the EBRD to SEVRAO. SEVRAO then disburses to the various Russian contractors. NNRF is already in cooperation agreements (strategic partnerships) with multiple agencies chosen and approved for specific projects and engineering studies and actual applications proceeding according to established timetables. Nucon has publicly announced, in multiple releases, that it is already a participant in the prime contract team and has previously announced some of these existing cooperation agreements; others to follow when appropriate for public disclosure. We refer you to the Company release dated April 30 , 2007: “…….As an existing member of a prime contract team, we are participating in projects at nuclear, radiological and industrial facilities at former nuclear fuel disposal and refueling sites in Russia including Andreveva Bay, Saida Bay, Gremihka Bay, the specialized Federal technical boat Lepse, and the dry storage facility under construction at Zelesnogorsk for spent nuclear fuel….” There are substantial planning, engineering and application specific efforts underway by the Company in all of these areas. Not only now does NUCON-RF have the former Deputy Nuclear Power Minister of Russia as the CEO they now have the former department head of the Department for Decommissioning of Nuclear and Radiation Hazardous Facilities of the Federal Agency for Atomic Energy of the Russian Federation.HE will head up their Decommissioning Projects. Getting such high level people involved director with the company is fantastic as it creates instant recognition and respect around the world.
The G-8 as you know has $4 billion set aside so far for some of the projects. NUCON-RF is building the very best team.
Of course NUCON-RF in its ATOLL plant also have $183 million in orders so far for 2007 and are working on the completion of the two additional acquisitions and they have stated that more may come.
About CFPC recent SEC filing
CFPC filed for late 10-Q with the SEC but I have spoken with a company representative and the 10-Q is finished and all have signed off on it. The attorney was delayed and now though he has everything so the SEC should have it between tomorrow and next Wednesday.
I also think we will see some news to put smiles on us all this month.
Wrong side of the ocean
I did not end up going to the company as the executives instead went to the USA yesterday. They have meetings there and I believe some very encouraging things going on.
I see they updated the the former SEC filing with additional information to bring it up to date in another step toward the SEC comment period and a move to the larger exchange.
This is going to be a great year and although this consolidation period in the stock is boring it does allow smart people to get in at the better prices. Also after a sideways movement the upside is often more dramatic. I have compared this to FRPT and although it consolidated at a lower level, a year ago, it had similar action and on the break out as you know went to $24. The point being is that we are in this for many dollars in gains and the pennies of up and down movement are just minor noise in the longer term picture.
This is for sure the sector to be in and at the right time. If you trade as well as hold long term than add some extra on this dip and you can take that as short term profits on the move back up.
They did pick the wrong week to be out of Moscow though - it is 79 degrees today - amazing.

You know I like charts and this sideways consolidation the last 11 days has been very constructive. I would not mind a bit more as it builds a strong base for the next leg up and all the while the 50-day EMA is moving up.

buy price is not the way to pick sell price
TalonThorn to choose a selling price based on the buy price does not seem very logical.
If you read recent news you would have seen:
" In Germany, there are 17 nuclear utilities with 1,615 metric tons of lead, which is the equivalent of 1,300 metric tons of BIECOM. A realistic replacement program of 10% per year would require 130 metric tons of BIECOM annually. Further, the site managers of the nuclear power stations are currently considering the use of FEECOM and BIECOM to cover the tubes and pipes within the power stations."
(BIECOM/FEECOM belongs only to NUCON-RF)
And I guess you do not know - the use of lead for shielding is banned in 2010 for European Union and the above is only talking of Germany and there are many countries in the EU with the same needs. At the moment this is the only replacement for lead for this purpose.

Furthermore do not not understand that NUCON-RF is probably if not most certainly the best qualified for nuclear remediation and storage of hazardous waste and owns or has the license for the material to use in nuclear remediation sites where the G-8 along with the Russian Government and the European Bank of Reconstruction and Development have $4 billion US dollars to spend.

It seems to me a waste of time and space even talking about it.
Take a look at other companies that have a big amount of their business in Russia. VIP $104.18, WBD $81.90, MBT $55.16, GLDN $57.69. They are all near their highs. Do you somehow think that with the absolutely huge need in the world for what NUCON-RF can provide that this stock cannot be at least as high as those mentioned above in time? I am sure sure that anyone with restricted shares has a similar vision so at $5-10 it is just too silly to talk about.

Most shares are subject to lock up agreements
About 10,000,000 shares are held by officers and they have a lock-up agreement and cannot sell
There are also about 13,000,000 shares that are subject to either a lock-up or leak-out agreement.
We could sure use more shares in the float as it may help calm the volatility but I think there would be very limited quantity in the leak-out agreement. This allows a small sale each month by the party who is covered by this.
It is pretty obvious that at theses low prices it would not be a wise move to sell anyway.

cautious - in the newsletter when NNRF was about $8 I wrote if it gets to $10 we should expect a pullback of at least $1-2 - we got it -- more than expected but we go it.
The buy alert was at $0.55 cents so still up about 1,000% even with the pullback.
Sorry maybe you are not a basher but only created your profile yesterday and the only two posts are ones saying the stock would go below support even though the chart and buyers disagree. When we see people take the trouble to make a profile to only write that a rapidly growing company's stock should go below support it is very suspicious of a short seller.
Long term it makes no difference anyway of course as the progress with the company is fantastic. So good in fact that even though there are some shares that were going to be ending the restricted period in June the management says that those shares are going to again be locked up as the holders had no intention to sell anyway. One holder may may sell a small number of shares each month but we could use a few more as there are only 4 million shared in the float.
We hit the oversold area today - time to start accumulation
The stochaastics have finally gone below 20. That is the place I use to show that a stock is oversold. You can see it broke above 20 last time when it started the move in March so this cycle of (below 20 to above 80 to below 20) is about complete and it can soon reverse and move back up. When it does that, we watch when next time it goes above 80 then drops below to take some profits.
This method will not get you in or out at the best price but not bad. On NNRF it got you in about $0.80 and out about $8.00 for a 1,000% gain.
It will pretty soon move back above the 20 and I started buying back any trading shares here as was wanting to see the oversold reading that came today. You may notice that the RSI stayed very near 50 on this pullback and that shows (hence its name) the strong relative strength in the stock.
This is a normal cycle. I have drawn a line that shows where the buy and sell points were and show that we are again in an area to start accumulating for the next up cycle.
While we are paying attention to the real situation we see that those like
cautious_trader - gibson99 are new bashers - they both (or maybe one person) bother to create a profile just for that --
may as well not take up the number space on the list.
Those are not really alternatives
If you want to store some water you can use a paper bag but it is not very effective for long. If you want to shield radioactive materials you can use a concrete base substance like the Ducrete you show but like the paper bag it deteriorates in time. Besides it also absorbs radioactivity.
The other product you mention is similar. Though its website says it is also good for Golf Club Balance Weights so as golf is getting more popular in Russia they may be able to sell some of those to golfers.
Regardless, for the projects that NUCON-RF is involved in they have to use materials that have been certified in the Russian Federation and approved for use by the Federal Ministry of Atomic Energy. They also need approval from the European Bank of Reconstruction and Development.
One of the products that NUCON-RF can use, NuCap was developed by Kurchatov Institute in Russian and has been tested and certified in the Russian Federation. Actually it has been tested at the bearing mass at Chernobyl for five years now.
NUCON-RF knows what they are doing.
