WIRELESS ACCESS ZONE DEPLOYMENT

THE OUTLOOK
MobilePro has deployed America's largest metro area Wi-Fi network in Tempe, Ariz. and is following with awarded contracts in numerous other cities for municipal-wide service. The multi-spectrum (Wi-Fi, WiMAX), multi-radio mesh municipal networks enable a range of free and fee-based services and provide secure high-speed access to data, voice and video throughout the coverage area. WazTempe, which now has over 800 access points, has shown strong growth in the number of paid subscribers. Tempe is expected to be a net cash contributor to MobilePro in fiscal 2008. The achievement of a successful business in Tempe will help the company attract funding and institutional support at various levels. The company believes Internet connectivity is key to aggressively expanding its Waz networks. Through its wireless subsidiary Kite Network, MobilePro has established a teaming agreement on the deployment of municipal broadband wireless networks. MobilePro has partnered with Cisco Systems to offer its outdoor wireless mesh network to Farmers Branch, Texas, for public safety and public works applications, such as meter reading, police communications and tracking city vehicles. MobilePro also has a strong relationship with Verizon, having secured a five-year agreement to provide local phone service and other arrangements.
In a strategic move to build its subscriber base, MobilePro formed ProGames Network, to focus on developing tools, content and specialized connectivity for online gamers. The company believes there are significant synergies between ProGames and its broadband wireless service offerings, which it will seek to exploit in the years ahead and will help capture high bandwidth customers such as gamers.

Some high-tech and telecom industry heavyweights -- including AT&T, Cisco and Intel -- are among the four groups of bidders that submitted proposals to blanket Sacramento with wireless Internet service, a city official said Monday.
The proposals were received Friday and a panel of local government and education officials will gather Wednesday to begin evaluating the bids, said Stephen Ferguson, Sacramento's chief information officer.
Among the companies bidding on the project are partnerships that include AT&T Inc., Intel Corp., IBM, Nortel Networks Corp. and Cisco Systems Inc.
Ferguson said he is pleased with the caliber of bidders, but doesn't anticipate a perfect offer. "We aren't expecting any of them to meet every term and condition" in our proposal request, he said.
Among the city's requirements: construction of the system at no cost to the public, free unlimited Wi-Fi connections at 300 kilobits per second or faster, free service for city government use at 1 megabit per second or faster, and coverage of 95 percent of the city's 100 square miles within two years.
After the committee evaluates the proposals, they will be ranked and submitted to the Sacramento City Council. If the council is satisfied with the leading candidate, Ferguson will begin final contract negotiations. A final contract could be approved in December with construction starting 30 to 45 days later.
Service in the downtown area could go live within three months of the contract's approval, said Thanh Vo, the city's Wi-Fi project manager. The entire city could be covered within two years.
Perhaps the most star-studded bid comes from a group calling itself Sacramento Metro Connect. It includes IBM, Cisco, Intel, SeaKay Inc. and AzulStar Inc. That group, minus Intel and operating under the name Silicon Valley Metro Connect, recently won a contract to build a major Wi-Fi network covering 1,500 square miles of Silicon Valley with access to 2.4 million residents.
Another partnership -- AT&T and MetroFi Inc. -- also is in the running. Telecommunications giant AT&T has thousands of DSL broadband customers in the Sacramento area, while MetroFi runs wireless networks in three Silicon Valley cities and recently won a contract for a similar system in Portland, Ore.
Two other groups -- both unsuccessful bidders in the 1,500-square-mile Silicon Valley project -- also submitted proposals:
• A partnership formed by Ubiquity Broadband Communications, Fire2Wire and Nortel Networks;
• A partnership of Blue Horizon Group Inc. and Globetel Communications LLC.
This is the second effort by Sacramento to establish a citywide Wi-Fi network. Earlier this year, a Maryland-based company called MobilePro Inc. had an agreement to build such a system, but it withdrew from the deal in June after the city added new requirements, such as free, unlimited Wi-Fi for all users.

The Russian Federation is home to 143 million people. According to the 2005 AIDS Epidemic Update jointly published by the Joint United Nations Programme on HIV/AIDS (UNAIDS) and the World Health Organization (WHO), there are 860,000 adults living with AIDS in the Russian Federation (as of the end of 2003). The Update notes, "In early 2004, more than 80% of all officially reported HIV cases since the beginning of the epidemic had been among drug injectors. The epidemic, meanwhile, is becoming more mature. Most drug injectors are sexually active and, if HIV-infected, they can transmit the virus sexually to their casual or regular partners. About 6% of registered infections were related to sexual transmission in 2001; by 2004, that proportion had grown to 25%." The Bill and Melinda Gates Foundation consider Russia one of the "Next Wave" countries facing the largest increase in HIV/AIDS this decade. In 2004, Russia established a Country Coordinating Mechanism (CCM) to address the situation. The CCM membership includes the government, as well as NGOs, the people living with AIDS network, and UNAIDS donors. The UNAIDS/WHO Update observes, "Substantial international funding has been made available to scale up harm reduction programmes and drug treatment services." Chairman and CEO Lloyd Fan has worked diligently since March 7, 2006, the date of his appointment as Chairman and CEO, to develop and implement a business plan to save the network. "When I took over control of the network, the company was roughly $7 million behind in payments to vendors; numerous lawsuits had been filed against the company and over $600,000 was owed to former employees. The sale of TMM will be an all-stock deal. TMM shareholders will receive 20% of Cinemax Pictures on a 'Pro-Rata' basis.
"Cinemax Pictures is a production company that has three distinct lines of business. First, Cinemax Pictures owns a reality television show that will be shown to 18 television networks. Cinemax Pictures expects to get this syndicated and to start generating revenue. The reality show is called 'Three Patriots and a Wagon.' It is a comedy drama that explores the relationship between a Native Indian and a 'Pale-Face' who has an intricate knowledge of law. Second, Cinemax Pictures owns six movies that are in different stages of production. This company will focus on a number of different fast food restaurant chains with products ranging from: Chicago Style Hot Dogs, Fish & Chips, Pizza, BBQ, Hamburgers, Spuds, Gyros, Hot Wings, Oriental, Tex-Mex, Vegetarian, Salads, and Diabetic eateries. The first of these fast food restaurant chains is Chicago Style Hot Dogs (a Nevada Corporation) which is being test marketed in Texas with two operating establishments. Breaking News: FCC Votes To Promote Broadband Power

The FCC Thursday unanimously approved tweaks to its rules intended to spur the rollout of broadband over power lines (BPL).
Currently there are about 50 BPL operations in the development or testing stage.
The commission denied broadcasters' request to limit BPL's power to below 50 mHz during the transition to digital, and amateur radio operators' request for various limitations until the FCC gets a better handle on potential interference to their service.
FCC Commissioner Michael Copps said he was glad to see "nonduopoly pipes delivering broadband," referring to the current choice between cable and telephone braodband for the vast majority of households.
Pulled from the agenda of the FCC's Thursday public meeting was classifying BPL as an information service.
New Commissioner Robert McDowell said he hoped the new rule changes would help "drive down prices and foster innovative technologies."
FCC Chairman Kevin Martin pointed out that four of the five commissioners had been on a field trip to see PBL in action and said it was critical to spur the technology.
While the FCC is setting new technical standards for BPL, it grandfathered for one year existing technology for supplementing existing systems or replacing defective equipment.
