And the Glacial Boulder of Cannabis Legalization continues to gouge out its path. I'm no fan nor cheer leader for former Police Chief Bill Blair. By his tenure as Toronto's head Cop, one can assume similar heavy handed regulations for Legalizations. Albeit , any change, or shift towards legalization is welcome.
8 days into 2016, and there is solid movement on this file. One can expect some more coverage and "interrogation" of the new spokesperson in the weeks to come.
Although I'd love to see Legalization happen yesterday too, it's awfully selfish and naive for any one to demand their specific agenda over the basic functioning of governance. It's gonna take time, and debate, and then it will happen. Any way.

I think you have a good understanding of things. As long as each level involved in an industry are playing by the same rule book, all is well. A local dispensary is in favor as much as home delivery for different people. As long as the dispensary and the LP have to meet the same product and distribution regulations, it's business as usual. The beef isn't with dispensaries. It's with folks clearly gaming the system to have a competitive edge Capitally, not compassionately or medicinally. The main issue with Colorado's system is they haven't stopped the illegal trade , and they had to review labelling and dosage strategy. They do have a lot to look after. But first doesn't mean perfect or right. Canada needs to correct the mistakes made in Colorado and make new ones. I still think it will be something everyone can get on board with, except the anti cannabis gang and a few.

The Ontario Provincial Government, although Liberal, behaves very heavy handed. Laws and rules for everything. When I think of Ontario, I think heavy handed governance and control. That's just my opinion. And I've found as one travels across this country, east past Quebec and Onward west past Manitoba all the way to Beautiful BC, this style of Governance changes to a much more lighter, dare I say republican tone. Outside of Ontario, people have more influence than Government. Or Ontarian's' just like it that way.
There are 13.733 million people in Ontario. About 10 million over 24 years old.
I am almost 100% certain the OPP and municipal governments want strict regulations. If people like the LCBO, They will like an LCBO distribution model for Cannabis. Even Vancouver is hammering out restrictive regulations - without federal assistance. The idea that Cannabis is gonna be Lax is a brain dead concept I believe. The whole point of restrict is to take the nefarious trade out of a huge market.
I think serious investors here know what's up. Even with a home grow policy, those buds won't make it into a lisenced establishment. In the same way my $500 wine kit that churns out the best wine in the world ( I guarantee that ) won't make it into the LCBO or any liquor store without proper procedure. No Brainer

Pretty straight forward condemnation of the lack of regulatory enforcement. Especially when a viable, although imperfect system exists. Like I've said, and all investors must know, The elephant in the room is REGULATIONS and ***ENFORCEMENT*** . I don't think I've ever in my life seem an illegal alcohol distribution location, ever. At best I've seen events or restaurants try to sneak alcohol sales without a permit, but that never lasts long. Justin Trudeau and Cabinet, It's your move.
I would be so much more impressed if the Dispensaries, with all the billions in cash they boast of taking in, would step up to the plate and LP up! If their standards are as high as advertised, put the proof in the pudding and complete on a level playing field. Raise the bar for all and make cannabis better.

LP's are presently meeting and exceeding the most rigorous cannabis regulatory regime short of prohibition. The lowest common denominator is selling Cannabis to people who just wanna get high at the moment and will smoke anything greenish that smells cannabisish.
The highest bar is 100% product testing and accountability, currently readily available through CGC holdings.

I assume most investors on this board are at the least literate and at best competent individuals. The financials are there. The news coverage is there. The business model is there for all to see.
There are cash flow concerns and a few other tidbits in the MMPR/LP industry that we all know of. But if the sky were falling like A mascot is suggesting, there might be a few more signs than his ardent ihub posts.
The Conservative Interim Leader has a qualm with the LCBO model mentioned for legalization. This is great! What I read into this is that the opposition doesn't see opposing legalization as an effective use of time and resources cause no one is listening, and instead are focusing on criticizing the regulations when they are up for debate. Every day Legalization is getting closer.

Reading this article really pushed the opinion that it definitely can be a smooth , time sparing transition. I was doubting it very much until I read it. The accountabilities are already in place, and no laws need to be changed over night as far as smoking in public or driving under the influence because some form already exist, although there is room for improvement.

Your logic is very cloudy. You can grow your own tomatoes, bake your own bread and cook your own meals and drive your own cars, and make your own moon shine . But the MAJORITY still buy tomatoes, bread , take out restaurant meals and use some form of public transport and buy booze .

There's already been suggestion ( from Colorado themselves) that their rules were amiss and too lax that And Canada should learn from their mistakes and not veer to aggressively from the current MMPR. The Colorado home grow is still supplying an illegal market in neighbouring counties and states that remain illegal. Concentrations of edibles , labelling and packaging had to be reigned in because of serious health risks. But you knew that right? But instead your still here peddling the Utopian idea that every hand that touches cannabis is righteous and pope Paul holy. That is far from reality.
What I think is the ~8 million or so Canadians (myself included) who have been for years buying illegally can't wait for the day when they can purchase legally from someone that's not 40 years old and still living in their mothers basement. I think they want to purchase their cannabis similarly to how they purchase liquor with some variation. Nice article. No where in there did anyone advocate for a recession to the broken MMAR system. There is a definite progression in the way Canadians want regulation. The government , I'm almost certain will take the safest approach , because legalization is mentioned in the thrown speech in the same context of community safety and tackling organized crime.
Any one of the above mentioned models , except the Colorado models are good in my favor. For the same reason the MMAR was abused, I think there needs to be strict regulations that prevent free enterprise from abusing a new system, and focuses only on profit and consumption without community responsibility.
I asked that question earlier when the conservatives were at office. Someone else might have a better perspective. The Senate did support decriminalization when Chretien attempted it. So I don't suspect that they will attempt to stop legalization this time around. This government isn't bent on controlling the senate like Harper Cons did either.

Conservative party attacked health minister chain Philpott today in parliaments on the potential adverse health effects of legalizing cannabis. Minister Philpott responded that Health measures is one of the primary reasons why cannabis should be legalized.
There are also different types of sales. Holiday sales, 4/20, birthdays, weddings, weekends , sporting events at bars and general bulk sales that people do similar to alcohol. Recreational will be as much social as alcohol, so the same type of buying patterns apply I believe. Some folks buy for themselves. And lots pick up for the party. A 24 could be the equivalent of a half O. So the one gram analysis is ultra conservative, like saying alcohol consumers will buy 1 bottle a year in my opinion.
Looks like the commercial scale is to builds larger reservoirs and occupy entire rooms, as opposed to larger individual containers ? That may be more cost effective ,seeing that smith falls already has the 12 rooms designated.
I think it's a definitely worth the trade off. For example, I need a high CBD low THC strain. Try getting that anywhere but from a reliable, tested pharma grade source. In the meantime I have to accept what the street market can provide like every one else. But the truth is, not too many people actually know what it is there getting, including the growers. Like CGC said, after testing the genetics of seeds purchased, a lot of them were not as advertised. Not to mention the variety of unqualified and untested growing methods some grow ops use. Of course there's some excellent Mom and Pops growers out there... "Some". The majority are like mystery meat chefs.

I wish I had #'s. The MMPR is a very tough nut to crack. But I've recently relocated across country, so Mailing Health Records, transferring Provincial Health Coverage , MMJ application plus the ongoings of Life all in one go makes for choppy seas.
I made my appointment with Body Stream, but they won't see me until I've got the right provincial health card, or I'd probably have to pay out of pocket and get reimbursed. So about another week til that happens

Some medical patients do require high THC content for to alleviate pain. AIDS patients, cancer patients, ptsd patients. There is place for THC. It will be evidence based for medical. I think CBD will replace a lot of the anti inflammatory drugs at the least and I'm excited to see what else, not to mention potential cures.
Your absolutely right. The entire topic of Regulations and Enforcement is the new Elephant in the room. It's no longer legalization. With former police chief Bill Blair sitting as a liberal MP and most likely a panelist for the new system, what will driving regulations be? Smell? Breathalyzer? (There are several corporations rushing to get products ready for market). BUT... The fat solubility of THC means urine and blood Tests can prove consumption within a very wide time frame , but not intoxication. Like Kirk Tousaw says, they are going to have to define intoxication by cannabis in order to charge a person with it. I don't agree with every person getting a clearance, cause I don't think it will fly as legislation.
That being said, these are also the reason why a quick legalization is very difficult, because there are so many areas of liability the Government MUST consider before putting their stamp on it. If it is legalized tomorrow, cannabis intoxication while driving with be an unprovable myth that may be more of a judicial headache than an actual regulation.
I agree. The ability to forget about our worries and pains can sometimes be very beneficial with a rational approach. With that said, a person who is sensitive to THC or any stimulant can be "out of body" with very little doses. higher doses maybe needed to over come the bodies tolerance as treatment continues. At that point side effects also have a greater significance. For example with THC, people prone to psychological problems are more effected... with and mind altering substance.
I am very pro Cannabis. But I won't sugar coat the definite cautions that are there either. I think it's extremely inconsiderate the way folks like Mr. Emery, our National Prince of Pot misuses his eminent domain platform to tout the Utopian Ideals without addressing the open issues. He must, with his lifetime of valuable expertise be able to give voice to both the innumerable benefits of Cannabis, and the inherent cautions. But he refuses to do so in what I consider to be a self serving way.
