Your absolutely right. The entire topic of Regulations and Enforcement is the new Elephant in the room. It's no longer legalization. With former police chief Bill Blair sitting as a liberal MP and most likely a panelist for the new system, what will driving regulations be? Smell? Breathalyzer? (There are several corporations rushing to get products ready for market). BUT... The fat solubility of THC means urine and blood Tests can prove consumption within a very wide time frame , but not intoxication. Like Kirk Tousaw says, they are going to have to define intoxication by cannabis in order to charge a person with it. I don't agree with every person getting a clearance, cause I don't think it will fly as legislation.

That being said, these are also the reason why a quick legalization is very difficult, because there are so many areas of liability the Government MUST consider before putting their stamp on it. If it is legalized tomorrow, cannabis intoxication while driving with be an unprovable myth that may be more of a judicial headache than an actual regulation.
