Raytheon vows immediate results on SBI-Net

Raytheon Co. officials today pledged to move quickly, offer the best value and use only proven technologies if they win the contract for the $2 billion Secure Border Initiative-Network border surveillance system from the Homeland Security Department.
The Raytheon-led team expects to leverage its experience as a prime integrator on a similarly huge remote surveillance network in Brazil and rely on existing technologies and telecommunications infrastructure available from its major partners in the project, including Bechtel Co., Verizon Inc. and Alltel Corp.
The surveillance system in Brazil was established to protect the resources of the Amazon River Basin against illegal mining and logging activities.
“We’re ready to go on this,” Matthew Gilligan, Raytheon’s program manager for SBI-Net, said at a briefing today. “We’ve got the experience set that says, ‘We can do this.’”
Homeland Security Secretary Michael Chertoff announced the Secure Border project in November 2005 as one of the Bush administration’s top priorities. Teams led by Boeing Co., Ericsson Inc., Lockheed-Martin Corp., Northrop-Grumman Corp. and Raytheon Co., are competing for the contract. An award is expected at the end of September.
Raytheon of Waltham, Mass., expects to draw on only proven technologies for the 6,000-mile border surveillance system, Gilligan said. The goal is to integrate sensors into a common operational picture for use by border agents. Sensors and cameras will be deployed on various platforms, including unmanned aerial vehicles, airborne vehicles and tethered aerostats, he said.
Raytheon executives are touting the company’s experience as the prime integrator for the $1.4 billion Amazon surveillance network initiated in 1994. That network, which is now operating, combines radars and myriad sensors into a multi-level integrated network monitored by regional and national coordination centers.
The Raytheon team also sees a competitive advantage in being able to use existing wireless cellular phone networks, towers and expertise from team members on the project, Jon Goding, Raytheon’s technical director for SBI-Net, said at the briefing.
With Verizon and Alltel’s help, Raytheon has the option of making available to border agents commercial cell phone service in areas throughout the southwestern region and northern border, Goding said. That will help keep the cost down for developing Secure Border’s communications networks for border control agents. “We can offer the best value,” Goding said.
Also at the briefing, Raytheon demonstrated a geographic software program called the Sensor Terrain Analysis Tool Solution to show how the computer can assist in finding the best location for cameras and sensors. The software offers users a chance to move a sensor around a specific terrain to find a location that maximizes coverage of potential threats.
The Raytheon team also demonstrated its Common Operational Picture software, which has a Google Earth map interface. A user can zoom into a geographic area in which there are identified threats, and the user can identify the likely geographic movement of those threats to help in planning an interception.
In other details, the Raytheon team members said their proposal does not use facial recognition software at a distance, though it may use such software within a biometric identification program to be applied once an alien is captured after crossing the border.
While the Homeland Security Department did not specify a requirement to deploy sensors for radiological materials or biological threats in the SBI-Net system, the Raytheon team members said they anticipate that such a requirement may be added at a later date, and they have planned to integrate those capabilities if needed.

The Securities and Exchange Commission (SEC) announced today that it filed and simultaneously settled an action for securities fraud in the United States District Court for the Middle District of Florida against Morgan Financial Services, Inc. (MFS), a Florida corporation, and Charles F. Morgan, both of Tampa, Florida. In its complaint the SEC alleges that Morgan is the owner and president of MFS, and that, from September 1985 to August 2000, Morgan was employed as a registered representative with firms which were registered with the SEC as broker-dealers and as investment advisers.
The SEC further alleges in its complaint that between December 1991 and June 2000, Morgan and MFS raised more than $2.4 million from 17 investors both within and outside of Florida by guaranteeing the safety of their invested principal and an annual return, in the form of monthly interest payments, of at least 10 percent. According to the SEC's complaint, instead of investing the funds as promised, Morgan and MFS used the investors' funds to make interest payments to other investors, to pay their own expenses and operating costs, and to purchase a controlling interest in a bankrupt, privately held company which had limited revenues, poor management and no history of profits. The SEC alleges that to conceal and perpetuate the fraud, Morgan provided to the investors false account statements purporting to show that their investments were safe and profitable. The SEC also alleges that no registration statement was filed with the Commission or was in effect in connection with the MFS securities.
Without admitting or denying the allegations in the SEC's complaint, except as to jurisdiction, Morgan and MFS consented to the entry of a final judgment of permanent injunction which would enjoin them from future violations of Sections 5(a), 5(c) and 17(a) of the Securities Act of 1933 and Section 10(b) of the Securities Exchange Act of 1934 and Rule 10b-5 thereunder. In addition, Morgan and MFS have consented to a judgment which would require them to disgorge, jointly and severally, $1,736,699, plus prejudgment interest, provided, however, that the SEC waive payment of the disgorgement and interest based on Morgan's and MFS' demonstrated financial inability to pay.

1.1 Vision and Understanding of the project
SAMCAT is interested in installing a Wi-Fi network across 4 counties and about 40 cities. BHG can build
such infrastructure, which is fast, secure and economical. BHG can also provide other service, which include
VoIP, DECT phone, and utility wireless reading service.
In Addition, BHG will develop other applications that can be use by the municipalities.
1.2 Key Characteristics
Our hardware is unique in the sense that we support multiple radios within one device. Therefore, we can
provide Hot Point Access as well using the same device we Backhaul from point-to-point or point-tomultipoint.
Our radios allow us to setup VPNs, VLANs, have multiple networks on the same frequency and provide the
service at a very economical price.
We also provide telephone service via VoIP and DECT. We also provide several applications which
municipalities can use.
1.3 Customer Base
GTE has installed networks in many parts of the world. Many pilot programs have been completed in
countries like US, China, Germany, Mexico, Ghana and many others.
In Brazil, GTE and vozBrazil have launched VoIP service.
1.4 Members of the Team and roles
The team consists of members from BHG and GTE. The Project Manager is responsible for the overall
project. GTE provides a Project Manager to work in a project of this size, as well as two to three engineers
and we contract for the installation team. BHG also appoints a Finance Manager, an Engineering Manager,
a Sales & Marketing Manager and a Support Manager.
The BHG Managers will work with the Project Manager and the entities to assist in various areas. The GTE
engineers interface with the Project Manager and the other BHG staff to assist in all levels of the design and
implementation of the network.
1.5 Wireless Business Model
BHG proposes the following Business Model for the deployment and usage of the Network.
Basic Outdoor Service – Provide access to all users free of charge with limited service and speed.
The service might work also indoors.
Enhanced Outdoor Service – Provide access to all users for a fee. The service provides higher
speed and extended access.

1.6 Broadband services, service models and pricing
Based on the above business model the services provided are as follows:

Government Services – Provide wireless services to all Governmental Agencies. These services are
negotiable in all cases. It will probably require VPNs, VLANs and other networks setup. All these
services will be negotiated as the need arises.

1.7 Timelines and phases for deployment
Once the company has been selected and contracts have been negotiated, the analysis and design work
begins. This process last about 60 days and the installation of the network begins from there. Once an area
has been installed then it is activated. The installation process will be done town by town and the
deployment will be beginning as soon as each one is completed.
The overall process is estimated to take approximately 12 to 16 months.
1.8 Coverage Areas for Wireless Broadband Networks
The area to be covered in this case is approximately 2,000 square miles. Majority of the area is rural.
Initially we will cover the urban areas. The second phase we will cover the highways and freeways and we
will provide mobile internet. The third phase we will provide coverage to the rural areas. The fourth and final
phase we will make sure that coverage exists 100% in the area specified.

2.2.1.2 Backhaul Tier
Our radios support multiple protocols. A standard Access Point is also a Backhaul point as well. For
Backhauling we utilize 802.16 and we achieve high speeds of communications. During the design phase of
the Network, we will determine if the use of Fiber is necessary. If we find it necessary, we will work with
someone in the area to provide us with that capability.
In the near future, the backhauling will be done via the use of the Stratellites. The Stratellites are the
brainchild of Globetel Communications and is a separate division under the name of Sanswire. The
Stratellites are expected to go live some time in 2008. In the interim, we will utilize all the products available
to us on earth.
During the design phase of the Network, we will design the network to be fault tolerant and remove all single
points of failure.
All our equipment are based on standards and are FCC approved as well as all the certifications required.

FBI to Request Broader Internet Eavesdropping Laws
CNet News reported that the US Federal Bureau of Investigation (FBI) proposed legislation that would require ISPs in the US to create wiretapping hubs for easier police surveillance and would force network equipment manufacturers to build backdoors into the equipment for wiretapping. Apparently, the legislation will be introduced by US Senator Mike DeWine (Rep-OH). The bill would provide the legal foundation for the FBI to continue its eavesdropping program, begun with US Federal Communications Commission (FCC) approval as an expansion of the 1994 Communications Assistance for Law Enforcement Act (CALEA) program. The FCC decision extended the wiretapping authorization in CALEA to allow the FBI to listen in on VoIP calls and other Internet communications. The FCC decision is being reviewed in the courts, and the FBI believes that the new legislation is a high priority for 2007.

European Commissioners Feel Heat over Telecom Regulations
EU Politix.com reported that the European Union's telecom chief Viviane Reding is feeling pressure over her proposed telecom roaming plan, which is expected to be introduced next week. Telecom operators across the continent are putting pressure on the European Commission, charging that the stiff rules will damage the industry. Representatives of the 25 commissioners backed the aim of cutting international "roaming" charges on mobile calls, but despite being one of the Commission's most popular policy ideas with the public in years, the representatives opposed many of the draft plan's key details. Most representatives opposed scrapping completely the fee paid for receiving a call abroad. There was also pressure on Reding to introduce a "sunrise" clause to delay by six months the introduction of retail price caps on the tariffs charged directly to customers. Reding was also asked to change the planned cap on wholesale prices--the fees phone operators charge each other--and take smaller operators and regions into account. Europe's telecom regulators have said that the EU rules should be limited to regulating the wholesale sector and not intervening in retail pricing. There was also pressure to include a "sunset" clause that would allow the regulations to expire after five years. It is unclear at this point whether the votes are there for approval of the far-reaching regulations.

Pittsburgh Selects US Wireless Online for Municipal Wi-Fi Network
US Wireless Online, one of the largest wireless Internet broadband network operators in the US, announced that the Pittsburgh Downtown Partnership selected it to design, construct, and operate a Wi-Fi-based, broadband Internet network for the Central Business District/Golden Triangle, North Shore, and Lower Hill District of Downtown Pittsburgh. Internet access will be available at various service levels, including: US Wireless Online FreeConnect, which allows free access for up to two hours each day; and US Wireless Online DayConnect, which provides usage at a higher bandwidth and can be purchased in increments of $7.99 per day, $14.95 per month, or $119.99 per year. FreeConnect users will be provided a minimum of 512K bps of bandwidth, while DayConnect users will receive 1M bps. DayConnect users will also benefit from VPN and other security encryption protocol support. Installation of the Downtown wireless network will be completed by September 2006. In addition to its wireless Downtown component, Wi-Fi Downtown Pittsburgh will provide municipal benefits, including four secured mobile command units for City of Pittsburgh public safety use, and provide for low-cost access supported by community organizations.

Radios for mobile wDSL and mobile WiMAX will account for approximately 80 percent of the market by 2010, according to a new report from Sky Light Research.
“Key issues for the growth of the wireless broadband market are spectrum availability and carrier convergence, said Emmy Johnson, principal analyst and founder of Sky Light Research. “Mobility enables carriers to meet the customer’s demand for advanced services and the quadruple play - which will in turn provide the secondary revenue streams that under gird mass adoption.”
The ongoing convergence of traditional telephone, cable, Internet and mobility will change the face of competition and unseat the current leaders, Johnson said. The loyalties of approximately 30 million subscribers are at stake.
Key findings of the report include:
* Europe still leads in wireless broadband shipments, but the landscape will change as Southeast Asia gets ramped up and North America picks up speed. However, there are several gating issues, and worldwide frequency availability plays a large role in an operator's decision to roll out WiMAX, as there is a direct relation between frequency availability and the population that can be served.
* CPE will outsell base stations as volume sales increase, and the average selling price will drop to just over $100 in 2010. Sky Light notes that 2006 will reveal some significant chip developments.
* The rapid development and progression of the 802.16e mobile WiMAX specification will impact operator interest in running fixed applications on 802.16-2004 equipment – the first, fixed wireless generation of WiMAX.
* There is disagreement among vendors as to whether the 5.8GHz certification is necessary for the 802.16-2004 fixed WiMAX specification. “The WiMAX Forum has said three vendors are necessary to achieve interoperability, but you need five to be statistically reliable,” says Donna Carlson, principle analyst at Sky Light. “The question boils down to whether certification is essential for operators owning 5.8GHz spectrum.”

Airships are divided into two main categories, rigid airships with rigid frames, i.e., zeppelins--named after the Zeppelin Company, and nonrigid or semirigid airships that maintain their shape by internal pressure. Blimps were named after the sound made after poking a finger into the shell.
Another airship concept is the "stratellite," which is essentially a cell tower that would float about 70,000 feet, or about 8 miles, above the Earth. The extra height would enable just 12 stratellites to completely cover the United States, according to its developer, GlobeTel Communications.

It does seem absurd that the nascent VoIP industry is now compelled to support continuation of narrowband services at the expense of deployment of broadband and advanced communications services and applications.

Work will be performed in Hunt Valley, Md., and is expected to be completed by Oct. 31, 2007. Contract funds will not expire at the end of the current fiscal year. miguellara: Sarraf/Gentile lawsuit has been a mistake from the get-go. They're desparately grasping at straws. Look at the timeline:
1. First, they have to reissue their lawsuit announcement due to a mistake in the original with the date:

2. May 1st, I visited their office in person to find out what evidence they were basing their lawsuit on. I wanted to speak with Gentile himself, but he's not there. His staffer tell me that based on Seth Jayson's "research", Internafta doesn't exist, and that if GlobeTel can prove that Internafta exists, they will drop the lawsuit. I walk out of their office laughing hysterically at their "evidence", and I post the facts of my visit on RB. Someone on RB sends my post to GlobeTel.
3. May 2nd, I visited their office again trying to speak to Gentile himself. One of their staff escorts me out, and rudely tells me to "make an appointment, like a normal person." I call Gentile's number, and leave a message to report their rudeness, and I leave my name and phone #.
4. GlobeTel issues a news response to the lawsuit (I get mentioned):

5. A GTE basher on RB, ID "fleetchicken", who has been posting since Nov. 2005, starts bashing/threatening me personally, and violates my privacy by posting my actual name on RB in his posts...only way he could possibly know my real name is if he listened to the message I had left on Gentile's voicemail. It seems logical to me that one of Gentile's staff is the paid basher "fleetchicken". I print his posts, and then request RB to remove them (the ones with my name on them). RB warns fleetchicken, but he continues to post my name on subsequent posts. I again print them out, and ask RB to remove the posts, and to ban fleetchicken from posting under any alias in the future. RB removes the posts, and fleetchicken is not heard from again.
6. Vedomosti newspaper bashingly confirms the existance of Internafta, so Sarraf/Gentile realizes they have no case, and drops the lawsuit...into the laps of their office-mates, Shalov, Stone, & Bonner, who restate the basis of the original lawsuit (though said basis is equally meritless, IMHO):

Senate Committee Approves Telecom Bill
The US Senate Commerce Committee approved a comprehensive telecom bill that would give AT&T and Verizon Communications an easier path to rolling out IPTV services to compete with cable operators by essentially granting a nationwide franchise, bypassing state and local franchise considerations. The vote was 15 to 7. Several amendments to the bill were killed in panel but threaten to imperil passage of the bill by the full Senate. An amendment introduced by Senator John Kerry (D-MA) would have ensured that the telecoms would offer their new video service to all parts of a community within a certain time period, not just to more affluent neighborhoods. The amendment was defeated 12 to 10. A Net Neutrality amendment was defeated 11 to 11, ensuring a contentious debate on the Senate floor. There is no guarantee that the bill as written will be passed by the full Senate when it gets to the floor in September due to the Net Neutrality issue as well as the apparent favoring of the telecoms over all other competitors. Even if the Senate does approve a communications bill, there is relatively little time to reconcile the bill with the one passed by the House of Representatives, which is much narrower, before the November election.

Northrop Grumman Systems Corp., Air Combat Systems, San Diego, Calif., is being awarded a $22,500,000 cost-plus-award-fee contract modification. This action provides for interoperability implementation for global hawk. The interoperability is a complete development on the Global Hawk RQ-4B, which provides critical operational interoperability capabilities required for the start of the initial operational test and evaluation in November 2008. The following interoperability efforts for this action include fielding strategy acceleration sensor data extension functionality, national imagery transmission format compliance issues and software change in the GH Mission Control Element to allow manipulation of the extended tether program data. At this time, $11,250,000 has been obligated. Solicitations began December 2005. This work will be complete by March 2008. Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-4600/P00158).
General Atomics-Aeronautical Systems Inc., San Diego, Calif., is being awarded a $14,881,292 cost-plus-fixed-fee contract. U.S. Army Procures IGNAT UAV System
27 May 2003 -- San Diego, California. General Atomics Aeronautical Systems, Inc., the leading manufacturer of remotely piloted aircraft surveillance systems, announced today that it has received a contract from the U.S. Army valued at $7.99 million. The contract calls for the delivery of three IGNAT aircraft plus a modular ground control station, portable ground data terminals and associated spare equipment. Delivery of the first aircraft to the US Army Aviation and Missile Command at Redstone Arsenal in Alabama is scheduled for May 2004. This procurement will enhance the Army's capability to accelerate the development of its UAV Concept of Operations in the transformation of its Objective Force Unit of Employment/Unit of Action force structure.
As the predecessor of the U.S. Air Force and Navy Predator aircraft, the GNAT series have been operational for over ten years providing intelligence, surveillance and reconnaissance information to the U.S. and two foreign customers. The Improved GNAT (IGNAT) has also been on numerous combat area deployments operating from military and civilian airports on five separate continents. Sharing common avionics and mechanical systems with its sister aircraft, the IGNAT can carry over 200 lbs of payload and remain airborne for 50 hours. Coupled with its ability to fly up to an altitude of 25,000 ft, this system provides the U.S. Army with an unmanned aircraft system which provides the commander with state-of-the-art electro-optical/infrared capabilities.
