Those are called DKs, for "Don't Know".
In the morning you get a report of all your trades and when the other side of your trade doesn't report it, doesn't know the trade, you have to go to the primary market maker to resolve.
I kinda got the sense the Sheriff was voicing his frustrations. Surely the FBI has taken over every single aspect of this investigation by now and perhaps he doesn't believe they are focusing on that possibility.
And remember, it's not just "one man", it's "one 64-year old man".
They have the room service receipt from the other room that clearly indicates "2 guests" with food enough for two people. The number of guns is odd for one shooter and, thinking about his full arsenal which included shotguns, he had no shotguns on hand in that room. He also had a car with more guns and ammo and make-shift bomb material downstairs.
IMO if he had expected to die in a shootout in that room he would have brought one or more of his shotguns. Also, he only had one handgun.
You can imagine from this setup he planned to shoot the ARs from the windows and then vacate the room, armed only with the one concealed handgun, to get to his fallback weapons in the car.
He registered the room in his girlfriends name, and then wired her money. Was that intended as a diversion? As the son of an FBI's Most Wanted father, perhaps he indented to go on the run. If he had large amounts of cash in that room or in the car it would suggest that.
I think the Mandalay Bay security guard, Mr. Campos, is the hero that threw a monkey wrench in the shooter's original plan.

Other sites may claim to show you short interest, but this is actual data based on mandatory reports to FINRA from all members. What is a FINRA member? It's a broker-dealer. What's special about broker-dealers? They can do Naked Shorts. That is, they can sell stock without borrowing shares.
Data for Sept. 30 is due Oct 10th. I'm expecting to see another dramatic increase in naked short interest in $PMCB like the 477.42% increase we just saw.

What is the Community Sentiment box? Well, it adds up the total number of bullish (positive) comments and compares that to the number of bearish (negative) comments and visually displays that in a bar graph. Dark green bars means everyone is bullish, while light green, white, and then red bars mean everyone is bearish.
Notice for $PMCB how the Community Sentiment has gone from steady green to light green to white on some days. Interesting stuff.
Short interest don't have to be closed out at the end of the month, but many broker-dealers that are open to day traders do encourage shorts to close so they don't have to bother reporting.
Really, truly, remarkable coincidence here that the whole "Kerr" incident happened on the day that short interests would have wanted to cover. If you recall, the "Kerr" incident caused people to sell 5 times the normal volume in shares in $PMCB.

A read head scratcher. The FED has been announcing from the rooftops that interest rates are going up, likely three times, in 2018. Common sense would dictate an increase in fixed rate mortgages. Nope.
Bad sign for at least three reasons: real estate prices have risen so quickly that people don't have a choice but to get ARMs; homes are increasing being purchased by flippers or investors; and/or banks are pushing people into mortgages that are best for the banks, not for the consumers.

My last firm was hit by a targeted Email Storm. It's like a Denial of Service attack, but with massive amounts of spam email with huge attachments and lots of virus just pounding you ever second. It just overwhelms the email servers. My email was down for 3 days, and that's with a team of 20 people in IT. If such a thing were to happen with PMCB their email might be down for a long time.
In any event, the answers regarding the timeline have been posted on FB.
I really don't understand what sort of biotechs people are used to dealing with if then expect bombarding IR is going to get data released sooner. In the history of biotech investing, has that ever worked anywhere?!?

SEC Charges Penny-Stock Operators in Push to Crack Down on Repeat Offenders

Washington D.C., Oct. 3, 2017—
The Securities and Exchange Commission today charged two individuals with defrauding investors in penny stock companies that claimed to have valuable patents. One of those charged had been barred from the penny stock business based on his role in another securities scheme and neither he nor his companies had ever been issued any patents by the U.S. Patent and Trademark Office, the SEC alleged.
The SEC’s complaint, filed in U.S. District Court for the Southern District of Florida, charged Rockey “Roc” G. Hatfield, of Safety Harbor, Florida, Steve E. Lovern, of Atlanta, Belize-based N1 Technologies Inc., and Wyoming-based NanoSave Technologies Inc. Hatfield is a repeat offender whose prior securities schemes resulted in a criminal conviction, injunctions, a contempt of court finding, and broker-dealer, investment adviser, and penny-stock bars. The SEC’s complaint alleges Hatfield controlled the two companies but concealed his role in them by having his wife and Lovern named as corporate officers and directors.
The U.S. Attorney’s Office for the Southern District of Florida today filed related criminal charges against Hatfield, Lovern, and others, and the SEC announced a trading suspension in NanoSave Technologies (NNSV).
According to the SEC’s complaint, the defendants hired unregistered brokers to cold call investors and pitch investments in “patent units,” using scripts written by Hatfield, including one that falsely claimed N1 Technologies had patented a cure for staph infections. Investors were told that purchasing an $80,000 unit could yield as much as $1 million based on sales of similar patents, the SEC alleged. The SEC alleged that although investors were told that their money would help fund further research and development, the defendants used most of it for personal expenditures and to pay sales commissions of up to 40 percent.
“As alleged in our complaint, Hatfield is a recidivist who fraudulently raised money by selling investors interests in non-existent patents,” said Eric I. Bustillo, Director of the SEC’s Miami Regional Office. “This action is part of the Miami Regional Office’s Recidivist Initiative and the Commission’s efforts to pursue recidivist violators and hold them accountable.”
The SEC is seeking return of the defendants’ allegedly ill-gotten gains, with interest, a civil monetary penalty, a court injunction, and other relief.
The SEC’s investigation, which is continuing, is being conducted by Jordan A. Cortez and Mark Dee in the Miami Regional Office. The case is being supervised by Eric. R. Busto and the SEC’s litigation is being led by Alejandro Soto. The SEC appreciates the assistance of the U.S. Attorney’s Office for the Southern District of Florida, the Federal Bureau of Investigation’s Miami Field Office, and the Financial Industry Regulatory Authority.
