This is my guess what the $15-million is for. Might be why ibat is waiting to do private placement need E3 to announce who they are picking for the DLE. E3 says they are not going to pay for the DLE they want the DLE company to pay up front. Hence the $15-million.
E3 would be the better buy, if IBAT and E3 hook up.

The problem is promotion or marketing of the stock.
Management continues to market the Company’s technology to customers who have brine resources from existing chemical, mineral and metal production, and brine aquifer resource holders. These marketing efforts are focused in the near term on the Western United States, the Central United States area referred to as the Smackover formation, and Canada. Longer term, management will continue to monitor the markets in South America for potential opportunities.
Supporting these efforts, management is developing a 2nd generation MDLE Plant which will provide customers with the option to significantly increase the volume of production based on the quantity of their brine resources, the concentration of brine in their resources, the available land to place a MDLE Plant and their financial resources.
Management is working with bankers to complete a private placement to raise $15 million with banker option to upsize by 15%.

For all the flaws and complexities we've pointed out in the US Inflation Reduction Act, one part is working as intended: the 45X Advanced Manufacturing Production Tax Credit.
To produce battery cells in the US, you get up to $35/kWh against the cost of labour and processing, both of which are otherwise systemically more expensive in the US compared to China.
Note that the cost of materials is excluded - this is clever as it avoids effectively subsidising a mine or cathode plant outside the US, and only counts the value added in that step domestically.
This is having a profound effect on company operating profits - see Panasonic/LG/SK reports.
It also means that, even with pessimistic parameters in our cost model, it can enable cost-competitiveness with that of the average Chinese counterpart.

The rest of the patent is their annealing process in a noble gas like argon which removes unwanted impurities on the separator after their fast sintering process like excess lithium oxide/carbonate etc.
They continue giving the 10 minute sintering time which is FAST fast, and they seem to show that they can do the annealing process with a BUNCH of separators stacked on top of each other with gaps in between. So the throughput should be good.

The Israeli company ASTERRA, developer of algorithm-based technology for the analysis of satellite images, has announced the filing of a patent for its technology that allows it to locate lithium deposits.
Israeli specialty minerals company ICL has announced plans to build a $400 million lithium iron phosphate (LFP) cathode active material (CAM) manufacturing plant in St. Louis, ICL said this will be the first large-scale LFP materials manufacturing plant in the United States.
The Israeli company Epsilor Industries Ltd., Bet Shemesh, Israel, which manufactures batteries for military armored vehicles, such as the Merkava Mark IV tanks that equip NATO.
StoreDot, an Israeli company specializing in high-performance solid-state and lithium-ion batteries.
Behind the XtraLit company, there are investments from Halliburton Labs and Veligera Capital Fund, which also have stakes in some of the main productive and financial companies in Argentina.
What is XtraLit looking for on Argentinian soil?
XtraLit explained that the project aims to "expand the frontiers of Argentine lithium." This would be achieved by putting into production salt flats that are not economically viable today, as well as the extraction of lithium contained "in water produced from oil and gas, or geothermal brines."
It is good news for Argentina, there is only one loose end, it would help a lot if the MOSAD informs the Argentine government about what it knows about the AMIA attack, about which country manipulated Iran and the Hezbollah movement and about who killed Prosecutor Alberto Nisman.

Here the CRU Battery Cost Model illustrates how the percentage of value of critical minerals in an NMC 811 battery changes over time versus the IRA's requirement for where the critical minerals are sourced.
Last year automakers were generally compliant as long as they sourced lithium from the US or Free-Trade-Agreement country. This is relatively easy considering the abundance of lithium from Chile and Australia.
But as the thresholds tighten, they need to look to compliant sourcing also for nickel, cobalt, or graphite - the processing of which which is dominated by China. If material passes through China, the entire tax credit falls apart.

Unsustainably Low Lithium Prices Set the Stage for the Next Supply Crunch

Albemarle: The crash in lithium prices over the past year is holding back reinvestment in new supply.
As miners accelerated lithium production in 2022, the market swung from a supply deficit in 2022 to a surplus in 2023.
Lithium demand is expected to grow in the long term, but there will be a period of glut and low oil prices, which some analysts see persisting through 2025-2026
While major lithium suppliers continue to see a surge in long-term demand as the energy transition gathers momentum, the current low price environment is "unstainable," Kent Masters, Albemarle's chairman, president, and chief executive officer, said on the company's earnings call this week.
"For us to kind of reaccelerate, if you will, we'll need to get a better view of what pricing is and the long-term view of that as well. So, we think that the prices today are unsustainable. They're below operating cash levels of some assets that are currently operating. And they're definitely below reinvestment levels," Masters told analysts after Albemarle reported better-than-expected revenues and earnings for 2023.

I would also add, that while the low spot price has an impact on current producers expanding or continuing operations, it is more the forward curve that disincentivizes new project development. It is the combination of low spot and lower future prices that causes wild swings in commodity prices as supply fails to keep up with demand.
To be fair, these wild swings in commodity prices is also why I love commodities.
Why do analysts get the forward curve so wrong?
Analysts essentially take at face value what companies state with little understanding of geopolitics / logistics / mine engineering understanding. As a result anything stated to come online is 100% guaranteed (in real life 1% likely) at and when the company states. These views are then priced into the forward curve disincentivizing new project development.

The last two weeks have been full of exciting opportunities for Oklahoma Energy with NAPE Expo LP in Houston and our Oklahoma Majors including Chesapeake Energy, Continental Resources, and Devon Energy sharing and promoting Oil and Gas. Also, the Oklahoma Manufacturing Alliance in partnership with The Trade Council of Denmark in North America - Energy and Environment held a supply chain summit for Topsoe with several Oklahoma companies participating. Kudos to Frederik Hyldgaard Thomsen and Joe E. among others for organizing.
This week, I had the privilege to attend the inaugural Arkansas Lithium Innovation Summit presented by The Venture Center with Kelsey Putman Hughes and Andrew Lackner. We learned about the unique lithium resource in southern Arkansas leveraging the expertise of bromine, oil, and gas extraction technologies. There are many Oklahoma companies and start-ups participating in the critical materials industries and supply chain opportunities between Arkansas and Oklahoma are numerous.
