The "operating system" as you state (FOLO software suite) is not located within the GPS unit. The GPS unit communicates data in very basic format (think assembly/binary 1's and 0's type code) via its I/O channels from vehicle ECU to GPS unit to remote web-based servers & database. Once this crude assembly info (for ex. channel 1 will relay ignition on/off/kill binary data) is transmitted from the unit via a GPS or CDMA/GSM signal to a central secure ECT database, it is modified into a viewable interactive format by RH's operating system so that clients can interact with the vehicle from their secure login web-browser.
In essence this allows clients who don't need the FOLO operating system (like OEM car makers = VW Mexico) to use their own software integration. IMO this keeps expandability options into other markets far greater.
