What you are talking about that doesn't have metal lath is called EIFS syetem,,,which similar to what Poke mentioned, EIFS could like stucco as finished product, but doesn't have metal lath on it, only rigid insulation,

That other way you talk about was used before EIFS syetem.

Reason studs only have a value of R3.5 where as batt insulation has value of R13. With title 24 more insulation was needed to comply. Since studs take up 11% of wall space adding more insulation to the ext. of the walls was one solution.

m2ugly2fish...There is also a type of metal lath that is widely used in residential construction that is similar to chicken wire. It is used in combination with metal perimeter and joint moldings. The expanded sheet metal is used when different physical properties are needed, as in large panel areas, schools, and institutional buildings.

The electromagnetic behavior of an array of wire mesh panels, chicken wire or otherwise, as exists in a densely populated area is virtually impossible to predict. Remember that in addition to shielding through the conduction of RF energy to ground, the wire mesh that is not fully grounded is itself reradiating energy. This results in complex multi path patterns and local nodes of positive and negative interference. While examples of no interference can be found, that does not mean it never happens.

If you think that the wire has no affect, try telling one of your local broadcasters that you intend to wrap one of their transmitters in chicken wire to keep the birds off it.
