Thanks for pointing that out about the November statement wrt when the SAP was completed. It's possible he made a mistake in writing about info on completion being only released in Nov, which would be pretty sloppy but not necessarily a lie (as in your prior post about this report which claimed a 'lie' before you edited that to 'mistake'). Just maybe he somehow figured out something about the completion date that we didn't know, or maybe his statement was wrong, or if you want to judge him harshly, possibly even an intentional lie for whatever reason I certainly would not know. As has been pointed out, the context was in an expected investor question 'why wasn't SAP done in Aug-Sept and was only completed in Nov'. Not a direct claim that was when it was done, tho I would agree with you that it clearly implies actual November completion, which is either important news if true or possibly very misleading if not.
This makes a difference of 6-7 weeks minimum vs it having been completed within 3Q, so in fact it is somewhat of a big deal relative to longs being on edge with expecting to hear of finalizing the SAP or moving to data freeze possibly any day now. I had noticed on my first quick read that he said the Dec holidays might delay the completion of the RA's review. I had thought that seemed pessimistic if the SAP had indeed been done before 9/30/19, while it's not at all so if the SAP was actually only completed in mid-November, FWIW.
On re-reading I also noticed that wrt the SAP I was wrong, maybe my wishful thinking that he had been more definite (mea culpa for misleading anybody) but this time reading it I see that he is not claiming to have definite info on the contents of the SAP rather his language was "Here is what I think this SAP will deal with:".
