Reverse Splits only apply to the outstanding shares NOT the Authorized shares IMHO

AS (authorized shares) is already 6 billion. The proposed r/s reduces OS (outstanding shares) by 1:2000 and AS by 1:2 (i.e. 6B to 3B).

Yup. This makes sense. They need to reduce the AS down to 500m instead. They are leaving it at 3bn so they can dilute more.
