They didn't cut the A/S. They made it massively larger. Take the current A/S of 6B, divide it by the split ratio of 1 for 2000, and you get a post-R/S A/S equivalent of 3M.
They have proposed a new A/S of 3 BILLION. That's 1000 time larger than the current A/S.
