The 2nd registration statement already happened 12/14/18! This appears to clearly be old news, despite its date.
This media person in this apparent 12/20/18 blurb refers to a 2nd registration statement (S-1) following the 1st one on 9/7/18, as such I believe their use of the word "will" is incorrect and they should have written "recently has", for the 12/14/18 S-1 was the 2nd registration statement filed under the 8/21/18 agreement, and it already has recently been filed. And the explanation in this apparent 12/20/18 blurb supports the 2nd S-1 not a 3rd. The confusion may be because we have not yet had the "effective date" of the 2nd S-1 confirmed. This reporter appears to have been a bit too casual with his reporting, assuming the 12/20/18 date is correct at all.
