Yes, to do business with the Federal Government a new or existing vendor would have to do paperwork including obtaining or updating their registration in SAM. Why would any vendor waste their time doing so unless DoD expresssed an interest in their goods or services first? To even be concidered

As I have told him before, SAM is a payment surety system and nothing more. A SAM registration must be completed prior to invoicing the Government, not Prior to being awarded a contract.
