Although WBC refuses to recognize it as DD, the federal acquisition website (www.acquisition.GOV) specifically lists the regulations that govern the SAM system. Here are the links to the FAR Clause and the SAM regulation:

As I have told him before, SAM is a payment surety system and nothing more. A SAM registration must be completed prior to invoicing the Government, not Prior to being awarded a contract.
