It definitely appears that way....

Especially after Vietnam's article stated:

Quang Nam province committed to establish a task force including key members of the relevant departments, agencies and localities to actively cooperate with the KBLB in research, development and implementation of this project .

Evaluation and approval of the report on environmental impact assessments for projects which require implementation of environmental impact assessment; confirming environmental protection plans of the projects subject to registration of environmental protection plan under the provisions of the law on environmental protection;

didnt we get a PR stating
