My crystal ball says:

1.) The US Army will award the $1MM phase 2 contract to KBLB to be announced Late Q1 -early Q2 2017. DS fabric woven by Warwick Mills will meet or exceed Army shoot pack criteria.

2.) The US Army will push KBLB for "exclusivity" under the Berry Act for rights to DS. This will be where the tough negotiations start - IMO. The Army will offer to pay KBLB the "long dollar" (significant premium per ton) to keep all DS mfg. inputs in the USA for an exclusive supply contract under the auspices of national security and control. That premium is undetermined at this point in time.

3.) KT will refuse to grant the US Army "exclusivity" and the Army will counter by dangling 2 - 3 $50MM contracts for multiple uses of DS in exchange (shoot packs/vests/ tents/undergarments/etc.).

Purely speculation because my crystal ball goes dark at this point.
