I think maybe they are on all the steps. They don't have to finish one step before working on the others so pick a step. I know they outlined the sequence, but we know they are working on multiple steps. There is probably a tendency to read the document and conclude you can't start step 3 until 2 is done, but that isn't practical. Even in our processes here in the states, they have their sequences, but they get all the steps inline ahead of time/concurrently.
