Actually, it is true. By definition, OTC means any stock that is not exchange traded.

The Gray Market is also OTC. If I ask my broker to buy a foreign stock that does not have a 15c2-11, much less an ADR (either sponsored or non-sponsored), the trade is performed OTC.

Do not confuse the invented OTCMarket "tiers" with the actual definition of OTC.
