I think Seagate will sell the drives with the Wave software bundled as an option. The Wave software will be necessary if the user wants any TPM functionality with their drive. Did you see a while back where it was posted here from another Seagate pdf that the software was about $25?

I don't know if that $25 software will get the user full server-based management. I would guess not.
