Can you name one or two companies that have NOT done the same thing as GTE surely did not invent this practice. I'm not jumping through hoops over this either but, in todays world if you want to keep GOOD help you got to compensate them accordingly. No one in todays work environment is willing to work for nothing, anywhere...
