another tactic, stall the 10Q, then let people think that!!! (and all the automated sites that give Co info, based on the last filing..they don't typically call the TA!)...according to the rules, they even backdated the OS in the 10Q, which is supposed to be reasonably current, within a few days of its filing, not this garbage:
As of August 4, 2016 the Company had 131,106,738 shares of Common Stock and 4,000,000,000 shares of Preferred Stock issued and outstanding.
if the rules are in doubt, read this....how was the "last practical date" unknown to the Co, when it was known to folks here contacting the TA almost every day for almost 3 weeks after the 10Q date used to quote share structure??!!

it is supposed to be current share structure as of 4 days of the filing, if I recall the rules correctly.....
for example, another stock that had a late Q (released yesterday), and one I have a low opinion of....BUT, at least seems to be following the basic rules:
