All I can tell you is that the 1.7 million was pledged and issued to Northamerican as collateral for over a year and in addition there was for another 12.5 million shares (total 14.2M) issued early this summer as part of the final settlement agreement filed with the courts bringing the issued and outstanding to over 150 million.

Kroll is a leader in risk management and the new law will have an effect on companies this year. I do expect some business this year on the Kroll agreement. Afterall, Kroll already has many clients that already use their services which should make the Kroll package an easy sell; if current Kroll clients are happy with the other Kroll services.

Actually the answer is 'NO'. Drug testing is not like Walmart carrying the 'gopher' from an cable ad (or plastic rebar that you compare it to).
Large companies take compliance very seriously. Even the lowest bidder can be refused a bid package if the company is questionable and may not complete the mandatory compliance within the Code of Federal Regulations.
Large companies do their homework and try to avoid being in the 'lack of compliance' spotlight. When compliance is not met, the Feds investigate or have a state agency investigate on their behalf. The result is usually pretty ugly for the non-compliant company.

Even more weird is that some of the largest background checking companies in the world give their safety sensitive drug testing to LBWR.
If LBWR were to implode, those companies would certainly be out of compliance with the Code of Federal Regulations and suffer severe fines as a result.
Boeing, the astronauts, and USIS certainly would not give drug testing business to a company that could cause them such pain.
If LBWR is good enough for them to use, I can easily assume they checked Dexter and LBWR out before signing a contract with them.
These basher scare tactics were a lot more scarier when the Form 10 was void of the contracts. Now it seems silly.
