That's what I'm reading too, but I'm unsure if the $13m that is mentioned is the letter of credit that was needed to secure financing.
I wish I could answer that question, but I don't know what's going on behind the scenes.
I highly doubt that $65m financing can be done in a few weeks, especially with the cultural, religious, time, etc difference between the 2 parties.

Troubling? Yes, but I think the CH11 filing is part of a plan to renegotiate debt and secure financing.
If I had $65 million I'd personally finance the mine myself, they're sitting on $1 billion worth of high quality coal.

VHGI has a contract with IP&L and once they receive the payment for their coal deliveries, they re-hire miners and continue to operate.
They have been doing this for the last few months, the mine is not shut down and they still have 15 employees, WITH PLANS TO HIRE 200.
That's a big hint itself.

$1 billion in proven coal reserves. If VHGI can't get financing for that, then nobody can.
Amex needs to be at least $2-3 depending on the entry conditions, number of shareholders etc.
