There is significant industry/government investment news almost daily. One day soon, "NioCorp" will be in the news.
The steam was most likely flatulence.
If I did the math right, 29,807,165 shares have traded since 3/21/2023 when NB rang the bell at Nasdaq, at an average closing price of $4.15. It's not like I came close to buying all of them, there were plenty left for anyone else who wanted some.

If you think I'm somehow proud of a share price, you've got the wrong guy. But, since you made a point of it, am I happy in the moment that I kept buying down to $2.23 based on the results of a lot of research? You bet your ass I am. No clue if this bump will last, but it's nice to see more interest and likely more eyes on the stock. It will come in handy when the announcements start rolling in. By the way, my brain is fine (I know you were concerned).
Same with the stock a year ago, but today's uptick is nice to see. I'll take the positive where I can find it. 🙂

-Comments on their questions close 5/6. How many responses are they getting? How many are negative? Are they processing and reviewing them as they come in? How much time do they need once it’s closed? Do they already know the answers but playing CYA?
-Is everything else that’s needed getting done in the mean time so it’s all ready when that’s done?
-Pure speculation. Let’s say they need a week after, so mid May. Seems the board meets when they need to and they know what’s in the pipeline so maybe it’s already scheduled.
-Preliminary approval, then 30 days posting til mid June
-Final approval, then a week to process is almost the end of June.
Will it be approved? I have no idea but we’ve gotten this far. Is the timeline realistic? Seems it could be, IF all the planets align. FS? Who knows, but the LOI was issued without it and Nb, Sc and Ti may be able to stand alone without REEs. Short answer, maybe mid June at the earliest but we will hopefully see things change on the pending board, the board agenda and the Federal Register as things progress so status shouldn’t be a secret and may be easier to project a timeline. Regardless, something is coming…good or bad.
It’s all just hopeful guessing at this point based on what’s out there. Lithium America got all that money for AZ and the stock didn’t do much, but they’re apparently having other issues.

Unfortunately, that's the norm these days with many companies (and news publications) rather than exception. Quality and attention to detail are either non-existent or they're an -ist.
Don't forget, there's another minimum 30 day public comment period after initial board approval and before final approval. Should hopefully see the ESIA posting at some point, the asterisk shows that's included in Other Analysis but not sure if the notice comes out before or after initial approval. Is the open questionnaire part of External Notices or just something extra because it's breaking new ground at EXIM (pun intended). I'd like to think approval is possible by the end of Q2, then others coming in shortly after that.
Schedules of gov't officials can be conflicted and fluid. Perhaps they didn't know at the ASM that a meeting at SAFE was possible so they penciled in early April, or they didn't initially expect to have time for a meeting at the conference, but her calendar opened. Maybe they didn't expect an additional 60 day block for EXIM to publish a request for public comment and were hoping for a decision by early April. The comment period closes in 32 days (05/06/2024). Not sure I would expect much before then?

I’m not sure if we know whether he was invited or invited himself. Regardless, he was a presenter, and therefore a “key figure” by default, as opposed to an attendee or just a sponsor. Clearly, the message he conveyed was endorsed by the organizers. SAFE is not a Government organization but gov’t involvement in the conference was not only not a secret, it was a major component. Mark presented in the morning of opening day immediately following the EXIM chair. His presentation is on YouTube for the world to see. I think the scheduling is compelling considering NioCorp is one of only four MMIA projects known to be pending at EXIM, it’s the only Category A project during a time of increased drive to re-shore critical mineral production, and a time when EXIM has a ton of money to spend in a hot election year and they’re running out of time to claim victories.

THC and liquor sales are highly regulated and enforced by different divisions. Could be wrong, but I don't know of any state that allows THC/MJ and liquor to be sold in the same place. Different licensing, different taxes. Access into dispensaries isn't like walking into a liquor store. Where I am, the same liquor stores 6 miles away can't transfer stock from one store to the other because they're in different counties. You have to present an ID to buy non-alcoholic beer/wine. Unlikely you will see THC products in normal stores for a very long time, if ever (or liquor in dispensaries).
Those were the two sources of all the income.
