U.S. EPA may impose fines on four of China’s biggest makers.

This is the first time EPA has voided certificates of conformity for off-road or all-terrain vehicles.
The U.S. Environmental Protection Agency (EPA) today withdrew its approval of the import and sale of 200,000 gas-powered off-road motorcycles and all-terrain vehicles from China.
The agency alleges that tailpipe emissions information was either incomplete or falsified entirely. It is just the latest action that casts doubt on the quality or safety of Chinese products or the integrity of the firms that produce them.
This is the first time EPA has voided certificates of conformity for off-road or all-terrain vehicles. Moreover, it is only the second time the agency has done so for any type of vehicle.
EPA says it is considering an enforcement action under the Clean Air Act, which could lead to “significant financial penalties” against the businesses that manufactured or imported these types of recreational vehicles. The amount is still under consideration, an EPA official told me.
The revocation comes as the Obama Administration is desperately trying to prevent the U.S. Congress from introducing bills on reforming the Chinese Yuan or Renminbi (RMB), long an undervalued currency, which allows cheep Chinese goods to displace U.S. made ones. In an election year, and given the ongoing Great Recession, such bills – if introduced – will find widespread non-partisan support, and complicate the U.S.’s relationship with China, which holds large amounts of U.S. Treasury debt.
Back in May, EPA fined Pep Boys $5 million for importing non-compliant motorcycles, recreational vehicles and generators manufactured in China. (See Pep Boys Fined $5 Million for Clean Air Violations) More than 35 different Chinese manufacturers were building illegal vehicles and engines in that case.
Foreign Intrigue!
In the latest case of the Chinese flouting U.S. law, EPA issued certificates in 2006 and 2007 to the U.S. counterparts of four of China’s largest manufacturers including Hensim USA (City of Industry, Calif.), Loncin USA (Hayward, Calif.), Peace Industry Group (Norcross, Ga.), and Seaseng (Pomona, Calif.).
The certificates were issued based on applications compiled by their consultant, MotorScience Enterprise. EPA believes MotorScience Enterprise intentionally submitted false or incomplete emissions information.
The Chinese manufacturers are Chongqing Hensim Group Co., Chongqing Longting Power Equipment Co., Zhejiang Peace Industry and Trade Co., and Zhejiang Chisheng Industry and Trading Co.
All vehicles imported or manufactured in the United States are required to have certificates of conformity, which are issued by EPA. To obtain a certificate, a manufacturer or importer must submit an application that describes the vehicle and its emission control system, and provide emissions data that demonstrates that the vehicle will meet federal emission standards for certain pollutants, including nitrogen oxides (NOx) and total hydrocarbons. EPA alleges that this information was falsified.
Why it took the agency so long to investigate is unknown.
“Because the manufacturers failed to properly test the emissions from their own products, EPA cannot determine whether the vehicles meet EPA emission standards. Without proper emission controls, recreational vehicles can emit substantially more pollution than allowable under EPA standards,” EPA said in a statement.
Volatile organic compounds and NOx emissions contribute to the formation of ground-level ozone, or smog. In addition, exposure to even low levels of ozone can cause respiratory problems, and repeated exposure can aggravate pre-existing respiratory diseases.
The California Air Resources Board, which issued executive orders similar to EPA’s certificates of conformity, has also voided its executive orders covering the same vehicles that were sold in California.
Today’s action affects the companies that manufactured and imported the vehicles. A consumer who owns a model that was covered by these voided certificates is not responsible for these companies’ wrongdoing and can continue to use the vehicle.

Gasgoo.com (Shanghai) - The rapid pace with which the automotive market in China has developed has allowed many in the country to enjoy the convenience and pleasure of owning and driving their own personal automobile. However, that is not to say the majority of the country has access to their own car. Following increasing rates of congestion and worsening air pollution, several major cities in China have implemented policies aimed at curbing automobile sales. Looking at the future of the market, it is becoming harder and harder to maintain an optimistic attitude.
China currently has a population of 1.3 billion people. However, only one-third of the country is habitable. Furthermore, over 55 percent of the country's natural resources are being used, with that amount continuing to increase. Despite the enormous demand for automobiles in the country, prospective buyers have had to face the reality of limited resources, which has prevented many from purchasing the car of their dreams.
In order to better understand the future direction of the Chinese automobile market, Gasgoo.com (Chinese) conducted a weeklong survey, inviting 1,609 experts from across the industry to give their opinions.
In the first question of the survey, participants were asked what they felt the most severe consequence would be if the number of vehicles on China's roads reaches 300 million over the next decade, which is a reasonable estimate. 46 percent of respondents answered that increased traffic congestion rates would be the hardest effect to tolerate. Meanwhile, 30 percent said that strain on natural resources would be the hardest to bear consequence; while 19 percent answered that poor air quality would be the most intolerable result.
Packed streets and atrocious traffic have already become a common sight in many major Chinese cities, with several metropolitan roads reporting average speeds of less than 20 km/h. This phenomenon has already spread to third- and fourth-tier cities. Several road construction projects have been implemented in order to help resolve the issue. However, limited natural resources and manpower have made the problems even more apparent. Unable to build the necessary infrastructure in time, many cities have adopted policies aimed at restricting vehicle purchases in order to reduce congestion levels.
Chinese roads were already under a lot of pressure when the total number of vehicles in the country reached 100 million. If the number of automobiles continues to increase by 20 million units each year, the total amount will hit 300 million vehicles in ten years. The sheer number of vehicles is placing an increasingly heavy burden on existing city roads. With limited land and other resources, city officials and planners have had their hands full.
It is not only roads which need to be constructed, but parking spaces and other infrastructure, as well. According to international studies, a ratio of 1.3 parking spaces per automobile is enough to comfortably accommodate parking needs in most cities. However, China is far from those ideal numbers. The southern city of Guangzhou, which has recently implemented a lottery style system for new registration plates, is reported to have only 0.3 parking spaces available per vehicle. Given its limited space, for the city to build new spaces is incredibly difficult. In his book Plan B 4.0, award winning environmental analyst Lester R. Brown estimates that an average American automobile requires 0.07 hectares of road and parking space. Following this logic, 50,000 vehicles need about a football stadium worth of asphalt. Flat land, which is best used for farmland, is the preferred choice of road builders, and is often used for roads and parking spaces. While that model is acceptable in the US, in a country where flat land is incredibly limited, such as China, it is unsustainable.
I can think of a quick and inexpensive fix for the 19%. I believe that could equate to HLNT royalty $$$$$$$$$$$$$. IMO
Suggest you move $5k worth into a Roth immediately if you have earned income equal to or above. You can trade within a Roth just like an individual investment account. Big Advantage = no tax on any gains in a Roth. Easy to do, check with your agency. IMO

I'm a little confused in regards to USEI's role in regards to the sale of Singular 96. Maybe one of the Mod's can clarify for me. It is my understanding that USEI entered into a JV with AlternaFuels, Inc. to produce Singular 96. AlternaFuels, Inc. then sold all patents to the product to EncounterCare Solutions (ECSL). ECSL has the 1.5 million contracts with the 20 Montreal Stations to do the conversions and to deliver the product. Is USEI's role just to make the product ? TIA

Gasgoo.com (Shanghai September 10) - On the eve of the second anniversary of its Venucia own brand, Dongfeng Nissan has officially begun selling the R50, Xinhua reported today. The R50 is Dongfeng Nissan's second Venucia model.
According to Dongfeng Nissan Vice President Ren Yong, the Venucia brand has made significant progress in gaining consumer trust over its short two year history. In just four years on the market, the D50 was able to manage monthly sales of over 20,000 units. The new R50 (pictured) is aimed at younger, fashionable buyers. It is priced between 67,800 yuan and 83,800 yuan ($10,720-$13,250) and is available in four different variants. The 1.6 L engine model, which comes with both automatic and manual transmission options, consumes 6.4 L of fuel for every 100 km driven.
Joint ventures' own brands are registered directly in China, and their intellectual property rights are fully owned by said joint ventures. Aside from Dongfeng Nissan, Guangqi Honda, SAIC-GM-Wuling and Dongfeng Honda also have own brands. Furthermore, Brilliance BMW, FAW-VW and Beijing Hyundai, among others, are also planning to release their own own brand.

Dongfeng Peugeot 3008 to make Chinese market debut in 2013

Gasgoo.com (Shanghai September 5) - Dongfeng Peugeot Citroën has announced its intent to enter the ever popular market for SUVs in China with the Peugeot 3008 early next year, ycwb.com reported today. The news comes as the joint venture announced its so-called 'E strategy', which will focus on improving efficiency, economy and environmental friendliness of its vehicles.
The 3008 (pictured) is equipped with the joint venture's recently debuted 1.6 L turbocharged high pressure engine. The engine is the result of joint research and development work between PSA and BMW AG. It will also be featured in the Peugeot RCZ and Mini Cooper, as well as other vehicles. Current production numbers for the engine are now at 1.4 million units.
Dongfeng Peugeot originally brought over the 3008 to China in 2010. However, due in part to its high price tag, the crossover's sales failed to meet expectations. Given the increasingly popularity of SUVs in China, it is natural for the JV to try its hand once more.

That'd be an easy fix if anyone had concerns about the technology. All they'd have to do is call Pepsi and ask how they liked the results they were getting with their Canadian hydrogen boosters. The bad news is they are getting positive results with an inferior product. The good news is they'll soon have a choice to upgrade to a much improved and less expensive "AMERICAN MADE" AHS booster or they may be left in the dust by Coca Cola and many many others. IMO
